Article 5

If the number of bidders is less than three or the scale is small, with the approval of the real estate administrative department of the people's government of the city or county where the property is located, a property management enterprise with corresponding qualifications can be selected through agreement.

Note: There is no specific explanation for the small scale here in Qingdao. In fact, many places are not specified. It is a common practice in the industry not to bid if the building area is less than 50,000 square meters.
