Do shops need to pay property fees for long-term closure?

Legal analysis: need. According to the law, after the community or shop is delivered to the owner (in short, after going through the check-in formalities), the owner has to pay the property management fee (developers usually give the property company a vacancy fee before moving in). It stands to reason that even if the shops are not occupied, the maintenance and management services in public places need to be paid, so the property management fee should also be paid.

Legal basis: Article 41 of the Regulations on Property Management, the owner shall pay the property service fee according to the agreement in the property service contract. If the owner and the user of the property agree that the user of the property shall pay the property service fee, the owner shall bear joint and several liability from the agreement. Property that has been completed but has not been sold or handed over to the property buyer shall be paid by the construction unit.
