Recently, the Jiangxi Provincial Department of Housing and Urban-Rural Development, the Provincial Department of Finance, the Provincial Banking Regulatory Bureau and the Nanchang Central Sub-branch of the People's Bank of China jointly issued the Notice on Further Strengthening the Management of Residential Special Maintenance Funds (hereinafter referred to as the Notice). The "Notice" proposes to severely investigate and deal with the problem of delay, misappropriation and misappropriation of maintenance funds by development and construction units, and increase the settlement of maintenance funds collected by construction units and property service enterprises. The maintenance funds of the sold public housing should be set up according to the units selling houses, and accounted for according to the buildings. Among them, the special housing maintenance fund deposited by the owner shall set up a sub-account according to the house number.

At the same time, Jiangxi will improve the management system of maintenance funds, and establish and improve the closed-loop management system of funds from collection, storage, renewal and use. The maintenance fund management institution shall establish and improve the assessment management methods and exit mechanism of the special account management bank, and regularly assess the service efficiency and condominium capacity of the special account management bank.

It is worth noting that the "Notice" proposes that public bidding will be adopted, and the interest rate level, operating conditions, service efficiency, and condominium capacity will be used as comprehensive evaluation indicators to determine the best special account management bank. Maintenance fund management institutions shall regularly prepare financial and accounting reports on maintenance funds and submit them to the higher authorities every year. Maintenance fund value-added income according to the annual household settlement or distribution of interest.

It is understood that in the property management area, elevators and other facilities and equipment are damaged and cannot be used normally, the external wall of the roof leaks, the external wall of the building is in danger of falling off, the public guardrail (enclosure) is seriously damaged, and the special drainage facilities are blocked and burst due to collapse, resulting in functional obstacles and endangering people's lives. It is necessary to simplify the process, start the emergency maintenance procedure in time, and immediately approve the allocation of maintenance funds.

The "Notice" requires that the first-phase maintenance funds for newly-built commercial housing be collected at 100%. If the first maintenance fund is not deposited as required, the development and construction unit shall not deliver the house to the buyer. Increase the proportion of maintenance funds deposited in old residential areas, encourage the use of urban old residential areas to convene owners' meetings, set up members of owners' committees, introduce professional property management opportunities, and guide owners of old residential areas to pay maintenance funds.

In addition, explore the establishment of a maintenance fund renewal mechanism, timely guide and assist the owners or owners' congress to formulate a renewal plan with reference to the first deposit standard, or supplement the maintenance fund with public income, and organize the maintenance fund renewal work.
