Measures for the administration of external wall thermal insulation and decoration of urban houses in Benxi City

Article 1 In order to strengthen the management of exterior wall thermal insulation and decoration of urban houses, ensure a clean and beautiful city appearance and ensure public safety, these measures are formulated in accordance with the Regulations on Quality Management of Construction Projects, the Regulations on Property Management of Urban Residential Areas in Liaoning Province and the Regulations on Property Management of Benxi City, combined with the actual situation of our city. Second in the built-up area of our city engaged in urban housing exterior wall thermal insulation and decoration activities and management, shall abide by these measures. The term "thermal insulation and decoration of urban housing exterior walls" as mentioned in these Measures refers to the construction activities of using thermal insulation materials, decorative materials, bonding materials and strengthening materials to conduct thermal insulation treatment on the completed housing exterior walls. Third Benxi City real estate administrative department is the administrative department in charge of housing external wall thermal insulation decoration. Planning and construction, industry and commerce, public security, comprehensive law enforcement and other departments shall, according to their respective responsibilities, cooperate with the real estate administrative departments to do a good job in the management of external wall thermal insulation decoration. Article 4 The exterior wall thermal insulation decoration of houses shall follow the principles of unity, order, safety, beauty and energy conservation, and meet the following requirements:

(a) the design of exterior wall insulation should fully consider the content and needs of exterior wall decoration;

(two) the standard and material selection of external wall thermal insulation decoration should be adapted to the nature, function, standard and urban environment of the building, and the construction technology should meet the requirements of national standards and safety technical specifications;

(3) The exterior wall shall not arbitrarily increase the contents of unsafe factors such as building appearance, surrounding environment and load other than the original design, and the thermal insulation decoration shall be consistent with the color and shape of the exterior wall of the surrounding building and coordinated with the urban landscape;

(four) in accordance with the relevant provisions of city planning, city appearance and real estate management. Article 5 The external wall thermal insulation decoration of houses shall apply to the municipal real estate administrative department in accordance with the following provisions:

(a) the housing that has not been completed and accepted but has been occupied for use shall be applied by the development unit;

(two) units from the management of housing, by the property unit to apply;

(three) directly under the public housing, the real estate maintenance unit to apply;

(four) the implementation of property management houses, to apply for property management companies;

(5) Other houses that need to be decorated with external wall insulation should be applied as a whole building or unit. After all owners (including owners or users, the same below) reach a unified opinion and inform the housing maintenance unit, they entrust the thermal insulation and decoration construction enterprise to handle the application procedures. Where the houses specified in the preceding paragraph are located on both sides of the main roads in the city, an application must be made as a whole, and the application made as a unit will not be accepted. The property maintenance unit or property management enterprise shall assist the decorator to apply, and inform the behaviors and matters prohibited by the thermal insulation decoration of residential exterior walls. Article 6 The municipal real estate administrative department shall be responsible for setting up a window in the municipal administrative service center, accepting the application for thermal insulation and decoration of the external wall of the house, and conducting examination in accordance with the relevant provisions. Make a reply within 20 days from the date of accepting the application, and issue a construction permit to those who meet the requirements. Without the approval of the municipal real estate administrative department, no unit or individual may implement the thermal insulation decoration of the external wall of the house. Article 7 To apply for exterior wall thermal insulation decoration of houses, the Registration Form for exterior wall thermal insulation decoration of urban houses in Benxi City shall be filled in, and the following materials shall be submitted:

(1) the identity certificate of the applicant;

(2) agency contract;

(3) Application for construction;

(4) Qualification certificate of the construction enterprise;

(5) thermal insulation and decoration scheme for external walls;

(six) the power of attorney for project quality supervision. Eighth housing exterior wall thermal insulation decoration must be carried out by decoration enterprises with corresponding qualifications, and other enterprises or individuals shall not engage in housing exterior wall thermal insulation decoration activities. The qualification of thermal insulation and decoration enterprises is determined by the municipal administrative department of planning and construction. Article 9 The exterior wall thermal insulation decoration of houses shall be carried out according to the requirements of the municipal real estate administrative department, and noise pollution construction is prohibited at night (19: 00- 7: 00 the next day); The construction period of external wall thermal insulation decoration on both sides of urban main roads shall not exceed 15 days. Construction enterprises shall strictly manage the construction site, keep the surrounding city appearance and environment clean and tidy, and dismantle and clean up temporary facilities and generated wastes in time after the renovation activities. Tenth housing exterior wall thermal insulation decoration within 7 days after the completion of the decoration, the decoration person shall notify the municipal real estate administrative department for acceptance. If the acceptance is unqualified, the construction enterprise shall rework or repair it. Article 11 Before the implementation of these measures, the thermal insulation and decoration project of urban housing exterior wall shall be registered by the development and construction unit, property right unit or real estate maintenance unit and property management enterprise, and inspected by the municipal real estate administrative department. If it does not meet the requirements of Article 4 of these measures, it shall be ordered to make rectification within a time limit. Twelfth decorators should regularly check and maintain the external wall thermal insulation decoration of their houses. If there are signs of danger, it should be reinforced or removed in time. If personal injury and property loss are caused by the falling off of the thermal insulation materials of the external wall of the house, the decorator or the construction enterprise shall bear civil legal liability according to the thermal insulation and decoration construction contract of the external wall of the house.
