Property does not pay property fees and does not charge water fees.

Legal analysis: it is wrong for the property to refuse to pay utilities. As the water supply service does not belong to the service scope of the property, and the property management contract does not stipulate that water is not allowed without paying the property management fee, it is illegal for the unit or individual to refuse to accept your water fee.

Legal basis: Regulations of People's Republic of China (PRC) on Urban Water Supply.

Article 1 These Regulations are formulated for the purpose of strengthening the management of urban water supply, developing urban water supply undertakings, and ensuring urban life, production and other construction water.

Article 2 The term "urban water supply" as mentioned in these Regulations refers to urban public water supply and self-built facilities water supply. The term "public water supply" as mentioned in these Regulations refers to the provision of water by urban water supply enterprises to the life, production and other constructions of units and residents through public water supply pipelines and their ancillary facilities. The term "self-built water supply facilities" as mentioned in these Regulations refers to urban water supply units providing water for their own life, production and other construction with their own water supply pipelines and ancillary facilities.

Third engaged in urban water supply work and use of urban water supply, must abide by these regulations.

Fourth city water supply work to implement the principle of combining the development of water sources with planned water use and water conservation.

Fifth governments at or above the county level shall incorporate the development of urban water supply into the national economic and social development plan.

Article 6 The State shall implement policies that are conducive to the development of urban water supply, encourage scientific and technological research on urban water supply, popularize advanced technologies and improve the modernization level of urban water supply.

Seventh the State Council city construction administrative departments in charge of the national urban water supply work. The administrative department of urban construction of the people's governments of provinces and autonomous regions shall be in charge of urban water supply within their respective administrative areas. The administrative department of urban water supply determined by the people's government of a city at or above the county level (hereinafter referred to as the administrative department of urban water supply) is in charge of urban water supply within its administrative area.

Eighth units and individuals that have made remarkable achievements in urban water supply work shall be rewarded.
