What are the non-tendering procurement methods?

Non-bidding procurement methods include bargaining procurement, direct procurement, fixed-point procurement and inquiry procurement. Non-bidding procurement refers to the procurement method of obtaining goods, projects and services by means other than open bidding and invitation bidding. 1. Bargain purchase. 3. Fixed-point procurement. Fixed-point procurement usually means that the procurement organization comprehensively considers the factors such as product quality, price and after-sales service, selects one or several fixed-point suppliers through bidding, signs a fixed-point procurement agreement with the fixed-point suppliers, and the fixed-point suppliers provide related products within a fixed-point period according to the agreement. In the process of government procurement, especially in the procurement of general equipment and services, fixed-point procurement is widely used. The fixed-point procurement cycle is basically one year. Generally, designated suppliers are determined through bidding. During the year, the confirmed purchased equipment, goods and services are supplied and served by the designated suppliers according to the daily supply or service demand, and are settled and paid regularly.

4. Inquiry purchase. Inquiry procurement is a government procurement method stipulated in the Government Procurement Law. Generally speaking, for government procurement projects with small specifications, uniform standards, sufficient supply and small price changes, it can well meet the procurement needs of purchasing units with small quantity, small amount and tight time requirements, and inquiry procurement can also effectively save procurement costs. For those centralized procurement institutions in poverty-stricken areas and small and medium-sized cities with small procurement scale, relatively few procurement tasks and difficult implementation of bidding methods,

Examination and approval procedures for non-public bidding procurement

(1) make suggestions. After receiving the approval form declared by the purchaser, the handling personnel shall put forward written opinions within two working days.

(2) The Executive Council will study. The handling personnel will submit their opinions to the office meeting for discussion every Monday, and then make a written reply on the approval form according to the opinions agreed by the collective, sign the date and affix the official seal.

(3) Unified registration number. The non-public bidding method approved by our bureau shall be registered in a unified number on the special plane in time. Except for single-source procurement, the approval time of other non-public bidding procurement methods shall not exceed five working days.

(4) If the purchaser requests to adopt single-source procurement, it shall submit an examination and approval form to the government procurement supervision and management department at the same time, and announce the reasons for choosing single-source procurement according to law and the basic information of procurement projects on the China government procurement website or other government procurement information release media designated by the Ministry of Finance for five working days. After the expiration of the announcement, the government procurement supervision and management department shall, according to the actual situation, give a written reply within five working days whether it agrees to adopt the single-source procurement method.

Measures for the administration of non-tendering procurement methods of government procurement

Article 4 Where the procurement of goods and services that meet the standards of public bidding is planned to adopt the non-tendering procurement method, the purchaser shall, before the start of procurement activities and with the consent of the competent budget unit, apply to the financial department of the people's government of a city with districts or autonomous prefecture or above.

Article 5 Where an applicant applies for non-tendering procurement according to Article 4 of these Measures, the purchaser shall submit the following materials to the financial department and be responsible for the authenticity of the materials:

(a) the name of the purchaser, the name of the procurement project, the general situation of the project and other basic information;

(two) the project budget, budget approval documents or proof of the source of funds;

(3) the procurement method and reasons for the proposed application.

Article 44 The technical and service requirements in the demand for inquiry procurement shall be complete and clear, and conform to the provisions of relevant laws, administrative regulations and government procurement policies.
