Measures of Hefei Municipality on the Administration of Urban Residential Areas
The measures referred to in residential area management refers to the management, maintenance, repair and renewal of buildings, municipal sanitation facilities, public health, landscaping, traffic order, public security, bazaars and environmental appearance in residential areas.
The management of residential quarters in this city follows the principle of combining territorial management with industry management. Article 3 These Measures shall apply to the management of residential quarters within the urban planning area of this Municipality. (five) accept the supervision and guidance of the competent department of industry, the relevant administrative departments and the district (town) government where the residential area is located. Article 8 The main duties and obligations of a property management company are:
(a) to formulate various management systems for residential quarters;
(two) according to the law and in accordance with the contract management of residential areas, major management measures must be submitted to the CMC for consideration;
(three) in accordance with these measures and the relevant provisions of the management fees, to fulfill the contract, according to the law;
(four) have the right to stop illegal behavior, have the right to request the management committee to assist in management, and have the right to hire a franchise company to undertake special management business;
(five) can implement a variety of business, with its income to supplement the management funds of the community;
(six) accept the supervision of the administrative committee and the residents of the residential area, and accept the supervision and guidance of the competent departments of the industry, the relevant administrative departments and the district (town) government and streets where the residential area is located. Ninth CMC must sign a contract with the property management company, and report to the competent department of industry for the record. The contract shall specify the items, contents, standards, expenses, rights and obligations of both parties, contract term, liability for breach of contract, etc. Article 10 Property management companies that meet the requirements of DocumentNo. can enjoy preferential tax policies. Chapter III Handover and takeover Article 11 Public facilities such as houses, roads and greening in newly-built residential quarters must be planned, designed and constructed in accordance with relevant state regulations, and the measures for the completion and acceptance of residential quarters shall be formulated separately.
When developing new areas or transforming old areas, sanitary facilities such as cleaning, collection, transportation and treatment of domestic garbage shall be built in accordance with relevant state regulations, and the required funds shall be included in the budgetary estimate of construction projects. Twelfth industry departments in conjunction with the relevant departments and district (town) government to participate in the design, construction management and comprehensive acceptance of residential areas. After the completion and acceptance of various projects in residential areas, they can be handed over to the management Committee and relevant professional management departments.
Before the handover of residential areas, the fees payable by residents in accordance with the provisions of the present Measures shall be collected by the development and construction unit, and transferred after the property management company is hired, otherwise the fees payable by residents shall be paid by the development and construction unit. Thirteenth development and construction units shall hand over complete completion data, drawings and technical files to the CMC as the basic data for the management of residential quarters.
