Chapter I General Provisions Article 1 These Regulations are formulated in accordance with the provisions of relevant laws and regulations and in the light of the actual situation of this Municipality for the purpose of strengthening the management of dog-keeping, standardizing dog-keeping behavior, safeguarding citizens' health and personal safety, maintaining social public order, maintaining city appearance and environmental sanitation, and promoting the construction of civilized cities. Article 2 These Regulations shall apply to dog-raising behavior and related management activities within the administrative area of this Municipality.

These regulations do not apply to the management of special dogs such as the army, police, rescue and blind guide, and special dogs kept by zoos, scientific research institutions and professional performance groups. Article 3 Dogs in this Municipality shall be managed by districts, with the main urban area and the county (city, district) people's governments and the areas where urbanization management is implemented as key management areas, and other areas as general management areas. The specific scope of key management areas shall be delineated by the people's governments of cities and counties and announced to the public. Article 4 This Municipality implements strict management and combination of prohibition and restriction on raising dogs. Dog management follows the principles of industry self-discipline, government supervision, grass-roots organization participation and public supervision. Article 5 Dog owners shall keep dogs in accordance with the law and in a civilized manner, and shall not disturb social order or harm the legitimate rights and interests of others. Article 6 The people's governments at the city and county levels shall strengthen their leadership over dog management, establish a coordination mechanism for dog management, organize, guide and supervise dog management, coordinate and solve major problems in dog management, and include the funds required for dog management in the fiscal budget at the same level. Chapter II Management and Supervision Article 7 The public security organ is the competent department in charge of dog management, responsible for dog registration, filing and annual inspection, sending dogs without owners to shelters, catching stray dogs and killing rabies, and investigating and dealing with relevant illegal acts stipulated in these Regulations according to law.

The urban management department is responsible for guiding and supervising the setting of dog-raising signs in public places such as parks and squares, and investigating dog-raising behaviors that hinder urban management and affect the city appearance and environmental sanitation of public places.

The agricultural and rural departments are responsible for the work of rabies immunization in dogs, and issue proof of rabies immunization in dogs; The infected dogs and suspected infected dogs shall be accommodated and treated harmlessly, and the dog owners shall be supervised and instructed to treat the dog carcasses harmlessly; Monitoring, preventing and controlling the epidemic situation of dogs, and providing epidemic information to the health department in time; Supervision and management related to dog quarantine, epidemic prevention and diagnosis and treatment activities.

The head of the health department purchases, stores and injects rabies vaccine. And is responsible for dog injury treatment, rabies rescue treatment, human rabies epidemic monitoring and health publicity and education supervision and management.

The market supervision and management department shall be responsible for the supervision and management of dog business service activities, and investigate and deal with the relevant illegal acts stipulated in these regulations according to law.

Finance, development and reform, administrative examination and approval, ecological environment, transportation, housing and construction departments shall, in accordance with their respective responsibilities, do a good job in dog management. Article 8 Township (town) people's governments and subdistrict offices shall be responsible for organizing the compulsory immunization of rabies, the harmless treatment of ownerless dog carcasses and the investigation of dog business activities within their respective jurisdictions, and exercising the administrative law enforcement power of dog management in accordance with the relevant provisions of the state, province and city. Article 9 The neighborhood (village) committee, the owners' committee and the realty service enterprise shall assist the relevant departments to do a good job in dog management, carry out publicity and education on dog raising in accordance with the law and civilization, and guide and urge dog owners to abide by the dog-raising code of conduct. Tenth radio, television, newspapers, Internet and other media should do a good job in dog management and dog health and epidemic prevention knowledge propaganda. Eleventh to encourage relevant industry associations, animal protection organizations established according to law and other social groups to participate in dog management and supervision activities, but not to engage in dog management activities by taking advantage of management or supervision. Chapter III Immunization and Registration Article 13 This Municipality implements a compulsory immunization system for canine rabies. Dogs in key management areas shall be registered and inspected every year, and dogs in general management areas shall be put on record. Article 14 After the dog is born for three months or within 30 days before the expiration of the rabies immunization period, the dog owner shall take the dog to the rabies vaccination spot determined by the agricultural and rural departments, implant an electronic logo for the dog, and obtain the rabies immunization certificate.

The agricultural and rural departments shall announce the designated rabies immunization spots to the public. Fifteenth dog owners should have full capacity for civil conduct, have a fixed residence in this city and live alone.

Individuals with dogs are limited to one per household.

If a dog raised by an individual gives birth to a puppy, the dog owner shall hand over the over-limit dog to an individual or unit that meets the conditions for raising a dog within three months, or send it to a dog shelter. Sixteenth individuals are prohibited from keeping strong dogs. It is forbidden to raise large dogs in key management areas. The catalogue of strong dogs and the standards for large dogs shall be determined by the municipal public security organ in conjunction with the municipal agricultural and rural departments and announced to the public.
