You can call the police, but you don't have to catch them.

There is a contractual relationship between you. Because of law enforcement, the police can only simply handle disputes and maintain public order.

If you are serious: the property is qualified to sue you, even after you pay the property fee, let your life go on until you change your house. And there is nothing you can do (it depends on the corporate culture of the property).
