If you overcharge, the owner will report to the government, and the government will come forward to adjust your toll price. As for what you said, "the community can only pay 75/85% of the property fee because of noise and dust pollution", it should be a local document. Different places have different treatment methods. This method is not mentioned in the relevant laws and regulations commonly used in China, such as the Property Management Regulations and the Property Law.
