Measures for the protection and management of Bohai National Wetland Park in Wuzhou City

Article 1 In order to strengthen the protection, management and construction of Canghai National Wetland Park (hereinafter referred to as Wetland Park), maintain the ecological function and biodiversity of wetlands, and promote the sustainable utilization of wetland resources, these measures are formulated in accordance with the provisions of relevant laws and regulations and in combination with the actual situation of our city. Article 2 These Measures shall apply to activities such as wetland protection, management, utilization and scientific research within the scope of wetland park protection. Article 3 Wetland Park is located in Weilong District of Wuzhou City, east to Gulong Bridge of Shishi River, a tributary of Xiao Xia River, west to the estuary of Jiangxun River and the water system around Canghai Lake, south to the mountain near Xiaxiaohezi Village, and north to Xunxiao Estuary. Including Canghai Lake, Saitang Reservoir, Xiaxiaohe, Shishi River and the water system around the city, as well as the mountains included in the first ridge line around Xiaxiaohe, the beaches along Shishi River, Xiaxiaohezi Village and Saitang Reservoir.

The specific scope of protection shall be subject to the scope delineated in the Master Plan of Bohai National Wetland Park in Wuzhou, Guangxi approved by the competent forestry department of the State, and shall be announced to the public by the Municipal People's Government according to law.

Article 4 The protection, management and utilization of wetland parks shall follow the principles of ecological priority, scientific planning, rational utilization and sustainable development. Article 5 The Municipal People's Government and the People's Government of Weilong District shall establish a coordination mechanism for the protection of wetland parks to coordinate and solve major problems in the protection and management of wetland parks.

The competent forestry department of the Municipal People's Government is the administrative department of the wetland park, and is responsible for organizing, coordinating, guiding and supervising the protection and management of the wetland park.

Relevant departments in charge of municipal development and reform, finance, natural resources, ecological environment, housing and urban and rural construction, transportation, water conservancy, agriculture and rural areas, culture and tourism, and wetland park management institutions shall, according to their respective functions and duties, do a good job in the protection and management of wetland parks. Article 6 The municipal people's government wetland park protection and management institution (hereinafter referred to as the wetland park management institution) shall be specifically responsible for the protection and management of wetland parks, and exercise the management authority granted by the municipal people's government and the administrative punishment power entrusted by the relevant wetland authorities according to law. Article 7 The Municipal People's Government and the People's Government of Weilong District shall incorporate the protection and management of wetland parks into the national economic and social development plan at the corresponding level, and incorporate wetland protection funds and wetland ecological compensation funds into the fiscal budget at the same level. Article 8 The Municipal People's Government shall establish a wetland ecological compensation system according to the needs of wetland park protection.

If losses are caused to the legitimate rights and interests of the relevant rights holders due to the ecological needs of protecting the wetland park, the Municipal People's Government shall make compensation in accordance with the relevant provisions, and make proper arrangements if it affects its production and life. Article 9 Wetland Park is an important part of Wuzhou nature protection system and belongs to social welfare undertakings.

Encourage citizens, legal persons and other organizations to take various forms to participate in wetland park protection activities. Encourage and support social capital to participate in wetland protection and construction.

Units and individuals that have made important contributions to the protection of wetland parks shall be commended by the Municipal People's Government or the People's Government of Longxu District. Article 10 The Municipal People's Government, the People's Government of Weilong District and the competent department of wetland parks shall strengthen the publicity and education work of wetland park protection and carry out various forms of publicity and education activities.

Wetland park management agencies should set up publicity facilities, establish and improve the interpretation system, publicize the functions and values of wetlands, popularize wetland knowledge, and raise public awareness of wetland protection. Eleventh wetland park management agencies are responsible for the formulation and implementation of the overall planning and management plan of wetland parks, and improve the protection and management system.

After the overall planning of wetland park is approved according to law, any unit or individual shall strictly abide by it. If it is really necessary to adjust or change the plan, it shall be carried out in accordance with the examination and approval procedures.

The adjustment or change of planning shall not change the nature of wetland park and reduce the area of wetland park. Twelfth wetland park is divided into wetland protection area, restoration and reconstruction area, education and exhibition area, rational utilization area and management service area. The specific scope of each area is determined according to the overall planning of wetland park.

Wetland protection areas and restoration and reconstruction areas shall not carry out any activities unrelated to the protection and management of wetland ecosystems except the necessary protection and management activities such as wetland protection, cultivation, restoration, monitoring and scientific research.

The publicity and education exhibition area can appropriately carry out activities such as ecological display and popular science education within the scope of environmental carrying capacity.

Rational utilization area and management service area can carry out eco-tourism and commercial services that do not damage the function of wetland ecosystem. Thirteenth wetland park management agencies should set up protection signs and boundary markers (piles) in accordance with the zoning management scope determined by the overall planning of wetland parks. No unit or individual may damage, alter or move the protection signs and boundary markers (piles) without authorization. Fourteenth wetland park management agencies should regularly organize the investigation and dynamic monitoring of wetland resources, establish data files, and take corresponding protection and management measures according to the monitoring situation. Fifteenth wetland park topography should be protected. The water flow and water sources of inland rivers, reservoirs, ponds and ponds in wetland parks should be kept ecological and natural. Article 16 The production and domestic sewage of all units and residents in and around the wetland park reserve shall not be directly or indirectly discharged into the wetland park.
