The carry-over income of real estate development enterprises must be that the developed products have been completed. Article 3 of the Interim Measures for the Administration of Completion Acceptance and Filing of Housing Construction Projects and Municipal Infrastructure Projects (Order No.78 of the Ministry of Construction of People's Republic of China (PRC)) stipulates that "the construction administrative department of the State Council is responsible for the management of the completion acceptance and filing of housing construction projects and municipal infrastructure projects nationwide, and the construction administrative department of the local people's government at or above the county level is responsible for the management of the completion acceptance and filing of projects within its administrative region".

Article 4 stipulates that the construction unit shall, within 15 days after the completion and acceptance of the project, file with the construction administrative department of the local people's government at or above the county level (hereinafter referred to as the filing authority) where the project is located in accordance with the provisions of these Measures.

Article 5 stipulates that the construction unit shall submit the following documents for the record of project completion acceptance:

(a) the project completion acceptance record;

(two) the project completion acceptance report. The completion acceptance report shall include the date of construction application, the construction permit number, the review opinions of construction drawing and design documents, the quality qualification documents signed by the units of survey, design, construction and project supervision, the original completion acceptance documents signed by the acceptance personnel, the relevant quality inspection and functional test data of municipal infrastructure, and the relevant materials deemed necessary by the filing authority;

(three) the approval documents or permission documents issued by the planning, public security and fire protection, environmental protection and other departments in accordance with laws and administrative regulations;

(four) the project quality warranty signed by the construction unit;

(5) Other documents required by laws and regulations.
