Regulations of Shijiazhuang Municipality on the Administration of Recycling of Renewable Resources

Chapter I General Provisions Article 1 These Regulations are formulated according to the actual situation of this Municipality in order to strengthen the management of recycling renewable resources, save resources, protect the environment, standardize the recycling of renewable resources and promote the development of circular economy. Article 2 The term "renewable resources" as mentioned in these Regulations refers to all kinds of wastes that have completely or partially lost their original use value and can regain their use value after recycling and processing.

Renewable resources include waste metal, waste electronic products, waste electromechanical equipment and its parts, waste wood and products, waste paper-making raw materials, waste light chemical raw materials, waste glass, etc. Third units and individuals engaged in the recycling and production of renewable resources within the administrative area of this Municipality shall abide by these regulations.

Units and individuals engaged in the recycling of hazardous waste, medical waste and scrapped cars and importing solid waste, hazardous waste and scrapped cars that can be used as raw materials shall be subject to other state regulations. Article 4 Units and individuals engaged in recycling renewable resources shall be conducive to improving the comprehensive utilization rate of resources, preventing environmental pollution and improving the urban environment. Article 5 The people's governments at all levels in this Municipality shall encourage the harmless recovery of renewable resources, and encourage scientific research, technological development and popularization of renewable resources recovery.

Units and individuals should enhance the awareness of recycling renewable resources, assist and support recycling enterprises to do a good job in recycling renewable resources. Article 6 The municipal supply and marketing cooperatives, the county (city) and the mining supply and marketing cooperatives (hereinafter referred to as the recycling management department of renewable resources) are respectively responsible for the recycling management of renewable resources in the whole city and the area under their jurisdiction.

The municipal development and reform administrative department is responsible for the comprehensive utilization management of renewable resources in this Municipality. County (city), district development and reform administrative departments responsible for the comprehensive utilization of renewable resources management within their respective jurisdictions.

City and county planning, public security, industry and commerce, commerce, environmental protection, urban management, finance, taxation, science and technology and other administrative departments shall do a good job in the management of renewable resources recovery according to their respective responsibilities. Chapter II Recycling Management Article 7 The recycling management department of renewable resources shall, jointly with the administrative departments of planning, commerce, development and reform, environmental protection, etc. According to the overall urban planning, local economic development level and social development status, formulate the construction plan of renewable resources recovery system and report it to the people's government at the same level for approval before implementation. Article 8 The recycling management department of renewable resources shall, according to the planning for the construction of recycling system of renewable resources, make overall arrangements for the layout of recycling enterprises and outlets, organize and coordinate the construction of community recycling stations (points) and centralized sorting and processing sites, and be responsible for formulating the recycling code of conduct. Ninth planning and design of new residential areas, should be in accordance with the planning of the construction of renewable resources recycling system to reserve the site needed for community recycling stations (points).

The completed residential area can provide the required site for the community recycling station (point) according to the construction plan of renewable resources recycling system through the owners' meeting or the property management enterprise entrusted by the owners; Can not provide the site required for the recycling station (point), the recycling management department of renewable resources should negotiate with the owners to set up a mobile recycling station (point). Tenth community renewable resources recycling stations (points) shall meet the following requirements:

(a) unified planning and layout with environmental sanitation facilities, without affecting the appearance of the community;

(two) there are necessary non-proliferation and anti-leakage facilities such as walls and ceilings, which will not affect the community environment;

(3) It has an area suitable for recycling operation;

(four) timely removal of recycled items. Article 11 The sorting, processing, distribution and storage of renewable resources shall be carried out in centralized sorting and processing sites built according to the plan. Twelfth renewable resources recycling enterprises and centralized sorting and processing sites shall meet the following conditions:

(a) relatively isolated from residential areas, hospitals, schools, office areas and other public places;

(two) there is an external wall enclosure, which does not affect the appearance of the city;

(3) The ground is hardened and the transportation road is smooth;

(four) classified storage of renewable resources, to take measures to prevent environmental pollution, such as anti-scattering, anti-leakage;

(5) regular disinfection;

(six) fire and theft prevention facilities are complete. Thirteenth units and individuals engaged in renewable resources recycling business activities, should meet the requirements of industrial and commercial administration registration, and apply for business licenses according to law.

The administrative department for industry and commerce shall issue a business license in accordance with the site determined in the construction plan of renewable resources recovery system. Fourteenth renewable resource recycling operators shall, within 30 days after obtaining the business license, file with the renewable resource recycling management department where the business premises are located.

Enterprises recycling productive scrap metal and operators recycling unproductive scrap metal shall, within 15 days after obtaining the business license, at the same time, file with the public security organ where the business premises are located. Fifteenth organs, enterprises and institutions should establish a recycling system of renewable resources, timely sales of renewable resources, improve resource utilization. Sixteenth renewable resources can be recovered by door-to-door, mobile and fixed-point recycling.

Operators of renewable resources recycling can establish information interaction with units and individuals through telephone, Internet and other forms to provide convenient and efficient recycling services.

Engaged in the acquisition and loading and unloading of renewable resources in residential areas shall not affect the normal life of residents.
