Who will bear the loss caused by the burst of water pipes in new houses?

Legal analysis: natural disasters lead to water leakage, all or part of which shall be borne by the owner. If the water pipe quality problem leads to water leakage, the real estate developer is responsible for compensating the losses. If the maintenance is not in place, resulting in water leakage, the property is responsible for compensation for losses.
