People's Republic of China (PRC) Contract Law: The contractual relationship can only be the relationship between specific subjects, and only one party to the contract can make a request or bring a lawsuit to the other party based on the contract.

The contract is a problem between the two and cannot involve a third party. Because the property fee owed by the former owner is based on the service contract between the former owner and the property management company, and the legal relationship of the former owner's service contract does not involve the later new owner, there is no service contract relationship between the property management company and the new owner.

The transfer of houses does not mean the transfer of debts. The former owner defaulted on the property fee on the basis of the property service contract. Property companies can only find the original owners, and cannot bind new owners other than both parties.

Therefore, according to the law, the new owner should not bear the property fee of the original owner.
