The relevant provisions on the establishment of private kindergartens in the Measures are summarized as follows:

1. The establishment of private kindergartens should meet the following basic conditions

(1) A social organization applying for the establishment of private kindergartens should have the status of a legal person. Individuals who run private kindergartens should have political rights and full capacity for civil conduct.

(2) The basic scale of running a school shall not be less than 1 students. The conditions for running a kindergarten have reached the second-class kindergarten standard stipulated in Chongqing Kindergarten Grade Standard.

(3) It has a stable and reliable source of funds, with a start-up capital of not less than 2, yuan (including teaching facilities and teaching instruments and equipment) and a registered capital of more than 1, yuan, and provides a legally effective credit certificate.

II. Application Procedures for Private Kindergartens

(1) The applicant submits a written application to the neighborhood office (or town government) where the proposed kindergarten is located, and provides relevant information. The neighborhood office (or town government) will conduct a preliminary examination of the basic conditions for running the kindergarten (class), write the preliminary examination opinions and stamp it.

(2) The applicant will submit the written application and application materials after signing the preliminary examination opinions to the dadukou district Municipal Education Commission. The application materials include:

1. The application report, including: organizers, training objectives, scale, level, form, conditions, internal management system, fund raising and use, etc.

2. The name and address of the sponsor or the name and address;

① providing identity documents, resumes and qualification certificates for individuals;

② social organizations other than state institutions provide certificates of legal person qualification (social group registration certificate, etc.), and provide copies of ID cards, resumes and qualification certificates of the legal representative of private kindergartens.

3. The amount, source, nature, etc. of kindergarten assets and valid certification documents, and the property rights shall be stated;

4. A donation agreement must be submitted for donated school property, indicating the name of the donor, the amount, purpose and management method of the donated assets, and relevant valid supporting documents;

5. The organization of private kindergartens, the list of proposed directors, main administrative leaders, full-time teachers and part-time teachers to be hired, and qualification documents;

6. A capital verification report on the start-up expenses of running the park issued by an experienced capital institution, and a certification document on the source and channel of the funds for running the park;

7. Development planning of private kindergartens;

8. certification documents of the park site: including valid certification documents of the land use and the use of the park house. If the park house is rented, a legally binding lease agreement shall be provided, and the lease term shall be no less than 5 years.

(3) Investigation: The District Education Committee, together with the District Health Bureau, the District Fire Brigade and other relevant departments, will organize experts to conduct on-the-spot investigation if the application procedures are in compliance with the regulations, the application materials are complete and the basic school conditions meet the requirements;

(4) Certification: The District Education Commission will issue the License for Running Private Education of the People's Republic of China and the People's Republic of China and the Grade Certificate of Chongqing Kindergarten for private kindergartens approved by the examination and approval.
