According to the Regulations on Personnel Management of Institutions (Order No.652 of the State Council of the People's Republic of China) and the Measures for Open Recruitment of Institutions in Hunan Province (Ren Xiang Shefa [2065 438+09] 1No.), combined with the actual situation of our city, we decided to organize and implement the open recruitment examination for some institutions directly under our city, and Huaihua Education Bureau directly under the public school (65438.

First, the recruitment principle

(1) Adhere to the employment standard of having both ability and political integrity and putting morality first;

(two) adhere to the principles of openness, equality, competition and merit;

(three) adhere to the needs of work, people and positions, pay attention to the combination of comprehensive ability and professional knowledge.

Second, the recruitment conditions

(1) basic conditions

1. has the nationality of the people of China;

2. Abide by the Constitution and laws of People's Republic of China (PRC);

3. Have good conduct and professional ethics;

4. Have the professional or technical conditions required for the post;

5. adapt to the physical conditions required by the post.

(2) Specific conditions

See Annex 1 for the specific recruitment plan and professional requirements, in which:

1.30 years old and below means born after February 25th, 1992, and so on;

2. If the recruitment position clearly requires work experience, the applicant must provide proof of work experience (stamped with the official seal of the work unit).

Participating in social practice, internship and part-time work during full-time school can not be regarded as work experience, and the deadline for work experience is February 25, 2023;

3 candidates' academic qualifications (degrees) must be recognized by the state, and the academic qualifications of overseas students should be certified by the relevant departments of the Ministry of Education.

Graduates in 2023 can register with employment recommendation forms, and academic degree certificates (academic qualifications) must be obtained before July 3, 20231,and overseas students must be obtained before February 3, 20231. If it is not obtained within the prescribed time limit, its qualification will be cancelled.

4. The recruitment position of college graduates refers to the graduates who have not completed their work units (fresh graduates and graduates in 2023 and 2022) during the job-seeking period stipulated by the state when they leave school, and their household registration, files and organizational relations still remain in the original graduate school, or in the graduate employment departments at all levels (graduate employment guidance service centers), talent exchange service institutions at all levels and public employment service institutions at all levels;

5. The majors of applicants should be filled in strictly according to the graduation certificate, and the professional requirements refer to the Catalogue of Career Guidance for Civil Servants in Hunan Province in 2023 (Annex 2).

If the major you have studied has been included in the career guidance catalogue of civil servants in Hunan Province in 2023, but it is not included in the professional requirements of the recruitment position, it will not meet the requirements for entering the examination; If the major studied is not listed in the career guidance catalogue of civil servants in Hunan Province in 2023, whether it meets the professional requirements of the post to be applied for shall be determined by the recruiting unit or the competent department after soliciting the opinions of relevant functional departments;

6. Any post with professional qualification or title requirements shall have corresponding professional qualification certificate or title certificate.

Medical graduates who have not yet obtained the standardized training certificate for residents can register with the standardized training certificate stamped by the school. The above degree certificate and standardized training certificate must be obtained before June 65438+February 3 1 2023, otherwise the employment qualification will be cancelled.

(3) An applicant may not apply for registration under any of the following circumstances:

1. Persons who have received criminal punishment for crimes or have been dismissed from public office;

5. Full-time non-2023 graduate students who are studying cannot apply for undergraduate courses, and so on in other cases;

6. Other persons who are not allowed to be employed as staff members of public institutions as stipulated by laws and policies.

III. Registration and Qualification Examination

(1) Registration

Log on to the online registration system of Huaihua Personnel Examination Network /www.hhrsks.com to check whether it has passed the preliminary qualification examination.

If you fail to pass the preliminary qualification examination, please contact the post planning employer in time. Those who pass the preliminary qualification examination shall not be transferred.

All materials submitted by the applicant must be true and valid. Those who fail to submit materials on time or whose overdue materials are not standardized shall be deemed to have given up their qualifications automatically.

If the qualification examination fails due to personal information errors, the responsibility shall be borne by the applicant himself.

Qualification examination runs through the whole recruitment process, and those who are found to be fraudulent or do not meet the registration conditions in each link will be disqualified at any time.

(d) the proportion of examinations.

In principle, it is determined according to the ratio of the number of qualified people in the preliminary qualification examination to the number of people in the recruitment position plan of not less than 3: 1.

With the approval of the Municipal Human Resources and Social Security Bureau, a small number of positions with special majors or really difficult to form competition may be appropriately reduced or correspondingly reduced or cancelled.

Four. Examination and qualification examination

(1) Written examination

The examination takes the form of written examination, structured interview and practical operation ability test. See annex 1 for specific examination methods. The time, place and relevant regulations of the examination will be notified separately.

Written examination scope: basic knowledge of public affairs, professional knowledge of corresponding positions, etc.

The written test scores are calculated according to the percentage system. According to the written test results, from high score to low score, according to the proportion of the number of recruitment positions 1:3, the last one with the same score will enter the qualification review.

(2) Qualification examination

Applicants who participate in the on-site qualification re-examination shall provide the registration form, their valid ID card, academic credentials, degree certificates, electronic registration and filing form of academic credentials of the Ministry of Education (overseas students shall provide overseas academic credentials, degrees and professional certificates issued by the China Study Abroad Service Center of the Ministry of Education) and other relevant materials required for the post 1 copy.

On-the-job personnel provide proof that the current unit agrees to apply for the exam.

Applicants who fail to conduct qualification review as required shall be deemed to have given up qualification review.

If the main information of the submitted materials is untrue or does not meet the requirements of the recruitment position, the qualification review is unqualified.

If the number of interviewees in the recruitment position fails to reach the ratio of 1: 3 in the recruitment plan due to the applicant's abandonment of qualification review and unqualified qualification review, the written test scores will be replenished from high score to low score.

Those who pass the qualification review will enter the second and third rounds of examinations, and the time, place and scope of the examinations will be notified separately.

(3) Comprehensive score and ranking

See annex 1 for the comprehensive score ratio.

If the comprehensive scores are the same, they will be sorted from high score to low score according to the written test scores. Keep two decimal places for the test scores in each link, and three decimal places for the comprehensive scores.

Set a score of 65 points (including 65 points), and those who fail to meet the standards will not be hired.

After the examination, determine the physical examination object according to the comprehensive score of the same position from high to low, and organize the implementation of physical examination.

Physical examination should be carried out in a general hospital above the municipal level, and the physical examination hospital should issue a physical examination conclusion.

The physical examination standard is implemented with reference to the General Standard for Physical Examination of Civil Servants and Document No.26 [2020] issued by Hunan Narcotics Control Commission.

Investigation on intransitive verbs

Those who pass the physical examination are determined to be the objects of investigation.

The recruiting unit and the competent department will inspect their ideological and political performance, law-abiding, moral quality, professional ability, work performance and post qualifications.

Seven, make up

When there is a vacancy in the recruitment plan during the physical examination and investigation stage, the unit can make up for it by 1 times according to the comprehensive test results and the results of physical examination and investigation in the same position after collective research.

Eight. publicize

Recruiting units and competent departments collectively study and determine the personnel to be hired, and report the list of personnel to be hired to the Municipal Human Resources and Social Security Bureau for review. The list of qualified personnel to be hired after evaluation shall be publicized on the website of Huaihua Personnel Examination Network for no less than 7 working days.

Nine, employment approval

If there is no objection after publicity, go through the employment formalities, sign the employment contract, and stipulate the probation period according to the regulations, and the probation period is included in the employment contract period.

Those who pass the probation period will be formally employed; Unqualified, cancel the employment.

X. Other matters

1, public institutions open recruitment personnel to implement the avoidance system.

Candidates who are husband and wife, direct or collateral blood relationship (including fictional blood relationship) and close in-laws with the person in charge of the employing unit are not allowed to apply for positions such as secretary, organization and personnel, finance, audit, discipline inspection and supervision of the unit and positions with direct leadership between superiors and subordinates.

2. The communication number registered by the applicant at the time of registration must be kept open. If there is any change in communication mode, please inform the recruiting unit in time, otherwise it will be deemed as automatic abandonment.

3. This open recruitment examination does not specify an examination counseling book, nor does it hold or entrust any institution to hold an examination counseling training class.

4. Matters not covered in this open recruitment shall be implemented in accordance with the relevant regulations of the state, Hunan Province and Huaihua City, and the relevant policies shall be interpreted by the employer.
