How to classify environmental accidents?

According to the degree of harm, urgency and development trend that pollution incidents may cause, the early warning levels of sudden environmental pollution incidents are generally divided into Grade I (particularly serious), Grade II (major), Grade III (major) and Grade IV (general).

Early warning grading standard:

(1) level 1 (extra large):

More than 30 people died, or poisoned 100 people (seriously injured); More than 50,000 people need to be evacuated or transferred due to environmental events, or the direct economic loss is more than 6,543,800 yuan; Regional ecological function is seriously lost or the living environment of endangered species is seriously polluted; Due to environmental pollution, the normal local economic and social activities have been seriously affected;

Using radioactive substances for man-made destruction, or 1 and Class 2 radioactive sources are out of control, resulting in large-scale serious radiation pollution consequences; Pollution accidents caused by the interruption of water intake from major water sources in important cities due to environmental pollution; Pollution accidents that seriously affect people's production and life due to the leakage of dangerous chemicals (including drama drugs) during production, storage and transportation.

(2) Level II (major):

/kloc-more than 0/0 people died, less than 30 people were poisoned (seriously injured) and more than 50 people/kloc-less than 0/00 people; Partial loss of regional ecological function or pollution of the living environment of endangered species; Due to environmental pollution, local economic and social activities have been greatly affected, and/kloc-more than 0/000 people and less than 50,000 people have been evacuated and transferred;

1 and 2 radioactive sources are lost, stolen or out of control; Large-scale pollution of important rivers, lakes and reservoirs due to environmental pollution, or pollution accidents in which water intake from urban water sources at or above the county level is interrupted.

(3) Level III (large):

More than 3 people died, 10 people died, or 50 people were poisoned (seriously injured); Cross-regional administrative disputes caused by environmental pollution have affected local economic and social activities; Category 3 radioactive sources are lost, stolen or out of control.

(4) Level 4 (General):

Less than 3 people died; Cross-county administrative disputes caused by environmental pollution have a general group impact; Category 4 and 5 radioactive sources are lost, stolen or out of control.

Case:

1. Yangzhou "5 29" sewage station poisoning accident

On the afternoon of May 29th, around 15, Jiangsu Huatai Road and Bridge Construction Group Co., Ltd. arranged employees to repair the sewage discharge tank at Yangzhou Sewage Treatment Pumping Station located in Shuangmiao Village, Yangmiao Town, Hanjiang District. A repairman fell into the swimming pool while repairing it. Another worker at the scene immediately entered the pool to rescue him. At the same time, two people around him also went to the pool to help save people after hearing the cry for help. Three people died of poisoning, 1 person was injured.

Preliminary analysis of the cause of the accident: Without knowing whether there are toxic and harmful gases in the valve well of the sewage pumping station, the commander illegally directs the maintenance personnel to enter the valve well without taking any protection. Sewage accumulated in valve wells will produce toxic gases such as hydrogen sulfide. After the maintenance personnel entered the valve well, the sewage was stirred, and toxic gases such as hydrogen sulfide spread to the whole valve well, which led to the poisoning coma of the maintenance personnel and the accident. The commander and the surrounding people caused the accident to expand because of blind rescue.

2. "8. 1" limited space accident in Inner Mongolia

On the afternoon of July 3 1, Liu Mouzhi (a worker in the sewage workshop) dropped the colander from which the sundries were fished into the septic tank of the sewage workshop. 1 At 9 o'clock in the morning on August 9, 2008, Liu Mouzhi pumped the water in the pool to a distance of about 0.9 meters from the bottom of the pool, and asked Yang Mouwen and Yan Mou to start fishing for a leaky spoon with a hook made of cable. After the fishing failed, Liu Mouzhi did not listen to the dissuasion of his peers and picked up the colander himself;

When he reached half the height of the pool, Liu Mouzhi fainted and fell into the pool. Zhao Mogang (safety officer), director of the office of the company, entered the scene of the accident after hearing Yang and Yan calling for help, put the ladder into the pool, fainted when approaching the sewage surface and fell into the pool. Subsequently, Mou Wei, head of the company's security, and Zhao, a security officer, also took the same action against Zhao.

Wei fell into the pool and Zhao was pulled up by everyone because of the rope. After the fire brigade and 120 quickly received the police, Liu and Zhao were rescued. Liu Mouzhi had no vital signs at that time, and Zhao Mougang died after being rescued.

Preliminary analysis of the cause of the accident: According to the on-site investigation and analysis, the preliminary analysis of the cause of the accident is that worker Liu Mouzhi was poisoned by hydrogen sulfide gas generated in the septic tank when he was working in the well without taking effective protective measures and ventilation detection in advance. Zhao Mogang, the director of the company's office, and Mou Wei, the person in charge of safety, blindly rescued and expanded the poisoning accident, resulting in 3 deaths and/kloc-0 injuries.

3. "917" collapse accident

At about 4 pm on September 17, the supporting pipe network of Dingdang Town Sewage Treatment Plant in Long 'an County collapsed in the first phase. When three workers were cleaning up the eluvial soil in the foundation pit, the slope suddenly collapsed, causing the three workers to be buried and died after being rescued.

Preliminary analysis of the cause of the accident: According to the preliminary analysis, the construction unit did not put and support the slope as required during the earthwork excavation, which led to the accident.
