Notice on the Implementation of Optimized Access Measures for Diesel Trucks and Bulk Material Transport Vehicles Transiting through the "Green Transportation Demonstration Zone for Air Pollution Prevention and Control"

In order to further improve ambient air quality and strengthen the control of mobile source pollution, in accordance with the "Air Pollution Prevention and Control Law of the People's Republic of China", the Road Traffic Safety Law of the People's Republic of China, and the "Diesel Fuel" issued by 11 ministries and commissions including the Ministry of Ecology and Environment "Action Plan to Combat Truck Pollution Control", "Notice of the General Office of the People's Government of Shanxi Province on Issuing the Implementation Plan for Deepening the Pollution Control of Diesel Trucks and Bulk Material Transport Vehicles in Shanxi Province", "Notice of the State Council on Issuing a Package of Policies and Measures to Solidly Stabilize the Economy", "Notice of Shanxi Provincial Leading Group for Logistics Guarantee and Guaranteeing Smoothness" and other legal and policy regulations, the Shanxi Provincial Leading Group for Novel Coronavirus Pneumonia Epidemic Prevention and Control Issuing the Detailed Rules for Shanxi Province to Further Improve Logistics Guarantee and Guaranteeing Smoothness" and other legal and policy regulations decided to impose restrictions on transit entry " Optimized traffic measures will be implemented for diesel trucks and bulk material transport vehicles in the "Green Transportation Demonstration Zone for Air Pollution Prevention and Control". The relevant matters are hereby announced as follows:

1. Scope of Green Transportation Demonstration Zone for Air Pollution Prevention and Control

Within Linfen Urban Ring Expressway and Beijing-Kunming Expressway Section), and extending westward to Provincial Highway 232 and National Highway 520.

2. Optimize traffic routes

Use Qinglan Expressway and Linfen Ring Expressway S2202 as east-west transit passages, and use Beijing-Kunming Expressway and Qinglan Expressway as north-south transit passages. Diesel trucks and bulk material transporters use the nearby expressway.

From north to south

1. Vehicles driving onto Provincial Highway 224 from the direction of Hongdong can take the nearest expressway from the Mingjiang or Hongdong West Expressway entrance of the Beijing-Kunming Expressway.

2. Vehicles entering National Highway 108 from the direction of Hongdong will take the expressway from the Linfen North Expressway entrance.

From south to north

1. Vehicles entering Provincial Highway 232 from the Xinjiang direction use the expressway at the Beijing-Kunming Expressway Xiangfen Beichai Expressway Intersection.

2. Vehicles entering Provincial Highway 232 from the direction of Xiangfen will take the expressway from the Nanxindian Expressway entrance.

3. Vehicles heading towards Linfen from Xiangfen Route 108 can take the nearest expressway from the Xiangfen Expressway Exit or the Qinglan Expressway Linfen South Expressway Exit.

4. Vehicles entering National Highway 108 from the direction of Houma and Yicheng will use the expressway at the Quwo Expressway intersection of Linghou Expressway.

From east to west

1. Vehicles entering National Highway 309 from the direction of Anze and Guxian will enter the expressway from Quting Toll Station of Qinglan Expressway.

2. Vehicles traveling from Guxian direction via Provincial Highway 323 will take the highway at the Hongdong Guangshengsi Expressway Intersection.

3. Vehicles traveling from Fushan direction via Provincial Highway 230 will take the expressway from the Linfen East Expressway exit of Qinglan Expressway.

From west to east

1. Vehicles traveling from Pu County via National Highway 520 will take the expressway from the Tumen Expressway entrance of the Beijing-Kunming Expressway.

2. Vehicles traveling from Kecheng direction via Provincial Highway 328 will take the expressway at the Hongdong-Mingjiang Expressway intersection.

3. Vehicles traveling from Xiangning direction via Provincial Highway 231 will take the expressway from the Xiangfen Expressway Intersection of Beijing-Kunming Expressway.

4. Vehicles traveling from National Highway 309 through Xiaoyu, Yaodu District and onto Provincial Highway 232 will enter the Linfen Expressway Intersection of the Beijing-Kunming Expressway.

3. Control time and period

From November 14, 2022 to March 31, 2023. Cross-border diesel trucks and bulk material transport vehicles must detour and cross the border according to optimized traffic routes from 9:00 to 2:00 the next day, and are not allowed to enter the green transportation demonstration area.

IV. Vehicle Passage Regulations

During the control period of the green transportation demonstration zone, transport fresh agricultural products, emergency supplies, necessary production and living supplies for the masses, centralized heating, and urban key areas Engineering transportation vehicles and landscaping operation vehicles can enter, but the emission standards of the above vehicles must meet National V or above, and a "Temporary Pass" must be obtained as required.

Vehicles entering the area east of the main urban area, south of Hefen Road, and north of the South Ring Road) shall apply for a "Temporary Pass" by the Traffic Police Detachment of the Municipal Public Security Bureau; vehicles entering other areas of the Green Transportation Demonstration Zone shall apply for a "Temporary Pass" by the traffic police detachment of the Municipal Public Security Bureau. The traffic police brigade of the county public security bureau shall handle the matter.

Car-using enterprises and individuals should go to the Traffic Police Detachment of the Municipal Public Security Bureau or the Traffic Police of the District Public Security Bureau with their "Motor Vehicle Driving License", "Motor Vehicle Driving License", "Vehicle Insurance Policy", and the original and copy of the environmental protection test certificate The brigade applies for a "Temporary Pass" or applies for an electronic pass code online on the "Traffic Control 12123" APP to implement "one vehicle, one gear" management.

5. Control Measures

The green transportation demonstration area adopts the method of setting up joint law enforcement checkpoints and electronic monitoring and capturing in parallel. Diesel trucks and bulk material transport vehicles must follow the prescribed time and Carry out road cargo transportation activities during time periods and optimize traffic routes.

Electronic monitoring and capturing system. From the date of control, the road electronic monitoring and capturing system will electronically capture diesel trucks and bulk material transport vehicles that illegally enter the green transportation demonstration area, and impose penalties in accordance with relevant regulations.

The specific location of the electronic capture system is as follows:

Hongdong County: 400 meters in the direction of Linfen at the intersection of Hongdong West Exit of Linfen Ring Expressway and Taolin Line; south of the intersection of Linfen North Expressway Exit Approach Road and National Highway 108 400 meters in the direction of Linfen; 100 meters to the west of the intersection of Quting Expressway exit approach road and National Highway 309.

Xiangfen County: About 500 meters north of the intersection of Provincial Highway 232 and the approach road of the G22 Nanxindian Expressway; 800 meters north of the intersection of National Highway 108 and the approach road of the G22 Linfen South Expressway.

Yaodu District: 100 meters east of the intersection of Linfen Expressway exit approach road and Jianshang Village; 200 meters south of the intersection of National Highway 520 and County Road 526; 900 meters east of the Tumen Expressway entrance approach road meters; 100 meters from the intersection of Provincial Highway 230 and the approach road of Linfen East Expressway towards the city; 100 meters from the intersection of Provincial Highway 230 and the approach road of Linfen East Expressway towards Linfen.

Joint Law Enforcement Checkpoint. The governments of Yaodu District, Hongdong County, and Xiangfen County should follow the principle of territorial jurisdiction and set up joint law enforcement checkpoints based on the electronic road surveillance and capture system to conduct inspections on diesel trucks and bulk material transport vehicles that have not applied for "Temporary Passes" Encourage them to return and impose penalties on diesel trucks and bulk material transport vehicles that enter the green transportation demonstration area without authorization. The specific locations of the joint law enforcement checkpoints are as follows:

Yaodu District: west of Linfen Expressway, intersection of Linfen East Expressway, and Tumen Expressway.

Hongdong County: Hongdong West Expressway Intersection, the intersection of National Highway 108 and National Highway 309 in Ganting Town.

Xiangfen County: Nanxindian Expressway Exit, Linfen South Expressway Exit.

6. Relevant Requirements

During the period of traffic control on expressways within the jurisdiction, backup routes should be opened to ensure the normal passage of transit vehicles.

Hazardous chemical transport vehicles passing through various counties will still pass according to their original driving routes.

Departments of transportation, urban management, ecological environment and other departments will carry out responsibility investigations on the source companies and road transport companies of illegal vehicles in accordance with relevant laws and regulations.

Vehicle optimization measures for diesel trucks and bulk material transport vehicles in the "Air Pollution Prevention and Control Green Transportation Demonstration Zone" in each county are formulated with reference to this notice.
