Is it true that Golden Shield recruits high-speed police?

Please make it clear that whether it is recruiting security guards or police, it is different. As far as I know, the police assist the public security in law enforcement. Wages are paid by the police and money comes from finance. Therefore, it is impossible for a specialized security company to recruit people in the name of the Public Security Bureau. Security companies can only recruit security guards, which is of an enterprise nature, and the salary is paid by the enterprise, not by the finance.
