Regulations of Lhasa Municipality on the Administration of Geographical Names
(1) Names of natural villages, market towns, roads and streets;
(2) house number and name (building number);
(3) Names of mountains, rivers, lakes, springs, gorges, ditches, beaches, grasslands, woodlands, sand dunes and wetlands;
(4) Names of industrial zones, development zones, farms, forest farms, pastures and mines (except enterprise names);
(five) the names of public places and cultural facilities such as parks, squares, nature reserves, cultural relics, memorial sites, historical and cultural protection zones;
(six) the name of the residential area (community, garden, city, garden,);
(seven) the names of roads, bridges, tunnels, overpasses, reservoirs, dams, irrigation canals and other water conservancy and municipal facilities;
(eight) other names with the meaning of geographical names. Article 4 The municipal civil affairs department is the administrative department in charge of place name management in this Municipality. Responsible for the management of place names within their respective administrative areas. County (District) civil affairs department is the administrative department in charge of the management of place names in the county (District), and is responsible for the management of place names in this administrative area.
Construction, planning, public security and other departments and township (town) people's governments and sub-district offices shall assist in the management of place names according to their respective responsibilities. Fifth city and county (District) administrative departments of place names shall perform the following duties:
(a) to implement the laws and regulations of the state and the autonomous region on the management of geographical names;
(two) the preparation of geographical names work plan;
(3) editing and publishing toponymic data and toponymic reference books;
(four) to be responsible for the examination, undertaking and implementation of the standardization and standardization of geographical names;
(five) to manage and supervise the use of standard place names within their respective administrative areas;
(six) responsible for the design, production, installation and management of geographical names;
(seven) responsible for the management of place name files;
(eight) to supervise and investigate the illegal acts of place names in accordance with these regulations. Sixth names management funds should be included in the fiscal budget at the same level, earmarking. Chapter II Declaration and Permission of Geographical Names Article 7 The naming and renaming of geographical names shall be declared in accordance with the prescribed procedures, and no unit, organization or individual may name or change geographical names without authorization. Article 8 The examination and approval authority and procedures for naming and renaming place names are as follows:
(a) the naming and renaming of administrative divisions shall be handled in accordance with the Regulations of the State Council Municipality on the Administration of Administrative Divisions;
(two) the naming of newly discovered or unnamed natural geographical entities shall be audited by the competent department and the municipal administrative department of place names and reported to the Municipal People's government for approval;
(3) Naming the names of roads, streets, lanes and doorplates in urban areas shall be proposed by the municipal administrative department of place names and reported to the Municipal People's government for approval;
(four) the name of the municipal industrial zone shall be applied by the competent department of development, and shall be submitted to the Municipal People's government for approval after being audited by the municipal administrative department of place names;
(five) farms, forest farms, pastures, mines by the competent authorities to apply, after the examination and approval of the municipal administrative department of place names, reported to the Municipal People's government for approval;
(six) the name of the new public places, public facilities, cultural and sports facilities in the city, put forward by the competent department or the property owner before the project starts, and reported to the municipal administrative department of place names for approval;
(seven) paid naming, renaming, put forward by the competent department, the municipal administrative department of place names after the audit report to the Municipal People's government for approval. Article 9 When declaring the naming, renaming and cancellation of place names, the reasons, meanings and sources of the new names to be adopted shall be explained together. Article 10 To apply for the naming and renaming of place names, the following materials shall be submitted:
(a) the nature, location and scale of the facilities and geographical entities applying for naming;
(2) the reasons for naming and renaming;
(three) the Tibetan and Chinese characters, pinyin and meaning of the proposed land name;
(four) the opinions of the reporting entity and relevant parties and related materials. Eleventh city administrative departments of geographical names shall make a written decision within 20 working days from the date of accepting the application for naming and renaming of geographical names.
Need to organize expert argumentation, it shall make a written decision within 40 working days.
The examination and approval authority shall approve the application for naming and renaming in accordance with the provisions of the state and these regulations. If it is not approved, it shall explain the reasons in a written decision.
The names approved according to law shall be announced to the public through the news media within 10 working days from the date of approval by the administrative department of place names of cities and counties (districts). Chapter III Naming, Renaming and Cancellation of Geographical Names Article 12 The naming of geographical names shall follow the following principles:
(a) conducive to national unity, sovereignty and territorial integrity, national unity and socialist modernization;
(2) Inherit and carry forward traditional culture, carry forward national culture, reflect historical, cultural and geographical characteristics, respect the historical culture and traditional habits of Tibetan people, and maintain the cultural inheritance and relative stability of place names;
(three) respect the habits and wishes of local residents, and solicit opinions from relevant parties;
(4) Place names shall not be named after people's names or foreign place names;
(five) the name of the township, town, street office should be consistent with the name of the street where the township and town people's government is located;
(six) the names of stations, stations and fields with geographical names used by professional departments shall be consistent with the local geographical names;
(seven) new construction, renovation of residential areas, roads, streets, high-rise buildings, etc. , should be named first in the planning and construction;
(eight) place names do not use uncommon words and derogatory words, and the words are standardized. Avoid using homophones and homophones for similar place names.
