Chapter I General Provisions Article 1 In order to strengthen the safety management of large-scale mass activities, protect the safety of citizens' lives and property, and maintain social order and public safety, these Measures are formulated in accordance with the Regulations on the Safety Management of Large-scale Mass Activities and relevant laws and regulations, combined with the actual situation of this Municipality. Article 2 These Measures shall apply to the safety management of holding large-scale mass activities within the administrative area of this Municipality. Article 3 The term "large-scale mass activities" as mentioned in these Measures refers to the following activities organized by legal persons or other organizations for the public, with an estimated number of participants of more than 1000 each time:

(1) Sports competitions;

(2) Concerts, concerts, song and dance performances and other cultural performances;

(three) exhibitions, exhibitions, fairs and other activities;

(four) garden, lantern festival, temple fair, flower show, fireworks and other activities;

(five) job fairs, lottery sales and other activities.

The provisions of these Measures shall not apply to the activities held by theaters, concert halls, parks, scenic spots and entertainment venues within their daily business scope. Article 4 The safety management of large-scale mass activities shall follow the principle of safety first and prevention first, adhere to the principle of responsibility of the undertaker and government supervision, and implement socialized, market-oriented and professional operation. Article 5 The people's governments of cities and counties (districts) shall strengthen their leadership over the safety management of large-scale mass activities, establish a working mechanism of overall planning and coordination, promote information sharing and law enforcement linkage among various departments, and coordinate and solve major problems existing in large-scale mass activities in a timely manner. Article 6 The public security organs of the people's governments of cities and counties (districts) shall be responsible for the safety supervision and management of large-scale mass activities, and guide and supervise the safety and security work of large-scale mass activities.

The relevant departments of the people's governments of cities and counties (districts) shall be responsible for the safety supervision and management of large-scale mass activities in accordance with their respective responsibilities.

The agency of the Municipal People's Government shall, in accordance with its responsibilities, do a good job in the safety management of large-scale mass activities within its jurisdiction. Seventh city, county (District) people's government and its relevant departments should take various forms to publicize the laws, regulations, rules and related knowledge of the safety management of large-scale mass activities, and enhance the safety awareness and preventive ability of citizens, legal persons and other organizations. Chapter II Responsibility for Safety Article 8 The undertaker of large-scale mass activities (hereinafter referred to as the undertaker) is responsible for the safety of the activities it undertakes, and the main person in charge of the undertaker is the person in charge of the safety of large-scale mass activities.

If a large-scale mass activity is undertaken by more than two contractors, the contractors shall sign a safety agreement, determine their respective safety responsibilities, and make it clear that one contractor shall bear the main safety responsibility. Article 9 The undertaker shall, before holding an activity, entrust a safety risk assessment institution or jointly with departments and units related to safety management to assess the legality, rationality, feasibility and safety of large-scale mass activities and issue a safety risk assessment report.

The contractor shall formulate and implement corresponding safety measures and emergency plans according to the safety risk assessment report. Article 10 The undertaker shall be specifically responsible for the following safety matters:

(a) to formulate and implement the safety work plan and safety responsibility system for large-scale mass activities, and to clarify the safety measures and post responsibilities of safety officers;

(two) the implementation of medical rescue, fire rescue, emergency evacuation and other emergency rescue measures and organize drills;

(three) equipped with professional security personnel and other security personnel to meet the needs of large-scale mass activities;

(four) equipped with necessary safety inspection equipment, to carry out safety inspection of personnel, goods and vehicles entering large-scale mass activities, and have the right to refuse entry if they refuse to accept the inspection; If contraband or controlled articles are found, they shall be detained immediately and reported to the public security organ; Anyone who is found to be suspected of violating the law and crime shall immediately report to the public security organ;

(five) before the event is held, report the time and place of the event to the relevant departments and cooperate with the safety inspection;

(6) Inform the participants in advance of the requirements of traffic control, on-site order, ticket management, safety inspection, etc. , discourage and stop acts that hinder the order of large-scale mass activities, and report illegal and criminal acts to the public security organs in a timely manner;

(7) Selling tickets according to the number of people accommodated in the approved venues and designated areas;

(eight) to ensure the safety of temporary facilities and buildings (structures), organize inspections and inspections, and eliminate potential safety hazards in time;

(nine) to maintain the hygiene of the activity place and the surrounding environment, and take effective measures to prevent the occurrence of behaviors that affect the environmental hygiene and damage the greening and public facilities;

(ten) to provide the necessary guarantee for the safety of large-scale mass activities;

(eleven) other duties as prescribed by laws and regulations. Article 11 The organizer shall comprehensively consider the scale of activities, site conditions, safety risks and other factors to determine the number of professional security personnel required.

The contractor shall, in accordance with the provisions of the Regulations on the Administration of Security Services, employ or recruit security personnel who meet the statutory requirements. Where a security service company is hired to provide security services, it shall sign a security service contract with it, clearly specifying the service items and contents, as well as the rights and obligations of both parties.
