The term "police auxiliary personnel" as mentioned in these Measures refers to those who are uniformly recruited by the public security organs and establish labor relations with them in accordance with the provisions of these Measures, and assist in the performance of these Measures under the command and supervision of the public security organs and their people's police. Personnel with prescribed responsibilities include security auxiliary personnel, traffic coordinators, special services, civilian personnel, etc. Article 3: Municipal, county-level, and district public security organs are responsible for the unified supervision and management of police auxiliary personnel within their respective administrative regions, and their affiliated police auxiliary personnel management agencies are specifically responsible for the daily management of police auxiliary personnel. Article 4: Public security organs shall uniformly recruit and manage auxiliary police personnel. (6) Other auxiliary police activities confirmed by the public security organs. Article 11 Public security organs and their people's police shall not arrange for police auxiliary personnel to assist in the following police activities:
(1) Police activities involving state secrets;
(2) ) case (incident) investigation and evidence collection, technical appraisal, traffic accident liability determination;
(3) Decisions on administrative licensing, administrative fees, administrative penalties, administrative enforcement and other matters;
(4) Decisions on criminal compulsory measures;
(5) Other police activities confirmed by the public security organs that shall not assist in performance. Article 12 Police auxiliary personnel shall abide by the following provisions:
(1) Abide by laws, regulations and rules, and abide by the rules and regulations of the public security organs;
(2) Keep state secrets and police work secrets;
(3) Obey the management of the public security organs, obey the commands of the people’s police, and shall not perform police activities beyond the scope of duties;

Article 13 Police auxiliary personnel shall enjoy the following rights in accordance with the law:
