The timely introduction of the construction project supervision system by the Ministry of Information Industry is a major reform of the management system in the field of communication engineering construction, thus making the project management socialized, standardized and legalized. Communication engineering supervision refers to a professional service activity in which a communication engineering supervision enterprise with corresponding qualifications accepts the entrustment of the construction unit, undertakes its project management and supervises the contractor's construction behavior on behalf of the construction unit. The premise of implementing communication engineering supervision is that the construction unit and its entrusted supervision enterprise should sign a written entrusted supervision contract, and the supervision enterprise should implement supervision according to the entrusted supervision contract and related construction contracts. Communication engineering supervision can only be carried out under the entrustment of the construction unit. Only by concluding a written entrustment contract with the construction unit and defining the scope, content, rights, obligations and responsibilities of supervision, can an engineering supervision enterprise exercise its management right within the prescribed scope, conduct construction project supervision according to law and implement professional supervision and management of communication construction projects. The purpose of implementing communication construction project supervision is to improve the investment benefit and social benefit of engineering construction.
