Why can't paid vacation be implemented well?
Paid vacation is not a legal holiday, nor a double holiday, but what many enterprises call annual vacation. This system originated in Germany. 1903, the German Brewers Association stipulated that its members could enjoy three days paid annual leave every year. Paid vacation in China is implemented by 1992. At present, the average paid annual leave in China is 10 days, ranking around 60th in the world. The official statement is that the term paid vacation should conform to the level of social and economic development and the affordability of enterprises. In fact, this is an implicit and civilized statement, and the essence is what I said at the beginning.
However, it is of no practical significance to discuss the number and ranking of paid annual leave in China. Last year, a survey in Ministry of Human Resources and Social Security showed that the actual implementation rate of paid annual leave in China was only 50%. Frankly speaking, this 50% implementation rate is also questionable. Many private enterprises in China have no concept of annual leave at all, even the concept of putting on a facade, let alone the degree of implementation.
The direct reason why the paid vacation system stipulated by the state cannot be implemented is that enterprises are unwilling to implement it, and the reason behind it is that government departments do not pursue it and do not force enterprises to implement it. Western Europe has the largest number of paid vacation days in the world, and the Asia-Pacific region has the least. In the Asia-Pacific region, not only China, but also other countries. In the most extreme France, holidays such as legal holidays, weekends and paid long holidays add up to about 1.50 days a year, so some people envy the French for taking vacations half the year and going on strike the rest of the year. When you watch the French, the British and the Spanish sunbathing lazily on the beach for a holiday, besides envy, shouldn't we ask them why they can live so happily? What is the secret of their high income and welfare?
In fact, this question is very simple. Western European countries are all developed countries and master most of the world's top technologies. Even small countries in these countries have many top enterprises in the world. They have mastered the monopoly technology of various industries, which is the only one in the world without branches. They can sell at a high price if they want, and they can kill developing countries if they want.
In the latest Fortune Global 500 list on 20 16, except China (China is a special developing country), there are only four enterprises from developing countries: Gazprom, Petrobras, Lukoil and Petromex, all of which belong to oil and gas companies. The remaining top enterprises, except China, are high value-added technology companies from developed countries in Europe.
The picture above shows the rafale fighter made by Dassault Aircraft Company, which can carry out air combat and attack targets on the ground or at sea. It is known as one of the most efficient, sophisticated and expensive multi-role fighters in the world. 2065438+In September 2006, India signed an arms sales contract with France, and India bought 36 Dassault rafale fighter from France, worth about 8.9 billion US dollars. Cyprus' GDP is a little over 20 billion dollars, and Dassault's transaction amount accounts for about half of Cyprus' national GDP, while Cyprus' GDP ranks 99th in the world, behind more than half of the countries in the world. What a terrible fact!
Just a transaction by a company in a European country can reveal why people in developed countries can enjoy high wages, high benefits and long holidays, while policies in developing countries can't be implemented no matter how good. If enterprises don't make money, employees' income can't be guaranteed. If the scientific and technological strength is backward, the products will not have high added value, and they can only take the cheap and low-cost route, which will inevitably curb the high welfare from labor costs, including the paid vacation system that cannot be implemented.
Finally, I found an intriguing phenomenon. Among the developed countries, the United States has the strongest scientific and technological strength and the best economic level. There is no national law in the United States that requires employers to give employees paid vacation benefits. The autonomy of paid vacation in the United States is more in the hands of companies or enterprises. But in reality, Americans can get more than 20 paid holidays on average, and they are also in a relatively leading position in the world.
The United States obviously has the conditions to implement paid long holidays, and it is also doing so in reality. Why don't you want to introduce mandatory national regulations? I think this leaves a way out for capitalists. When the economic situation is good, give employees enough vacation benefits. Once the situation changes, employers are relatively free to cut vacation benefits and enhance their competitiveness. Even in the strongest countries in the world, many policies do not blindly implement high welfare, such as free medical care for all, as in Western Europe and Northern Europe. This is really the terrible thing about America, and it is ready for the strongest time. On the other hand, in lazy countries such as Greece, Spain, Portugal and Italy, the scientific and technological strength is gradually declining, and people are still blindly pursuing unsustainable high welfare. This sharp contrast is really amazing!
Friends who are concerned about the upgrading of industrial structure in China should know that the manufacturing cost in China is rising year by year, in other words, the welfare level of our employees is constantly improving. In order to effectively improve the implementation of paid vacation in China and increase the duration of paid vacation, the fundamental way is to strengthen scientific and technological strength and learn from the housekeeping skills of developed countries in Europe. The profit of their products will decrease immediately, and they want high welfare without high profit. That really can only be achieved by sunbathing at the seaside, but I'm afraid they can only dream on an empty stomach.
