Rules for certification of seafarers' competency examination in People's Republic of China (PRC) and China

Chapter I General Provisions Article 1 In order to improve the technical quality of the crew of inland river vessels and ensure the safety of life and property on water, these rules are formulated in accordance with the Regulations of People's Republic of China (PRC) on the Administration of Inland River Traffic Safety. Article 2 The crew members who hold the positions specified in Article 8 of these Rules on inland river vessels shall hold the certificate of competency for inland river vessels (hereinafter referred to as the certificate of competency). The crew working on a specific type of ship shall also hold a special training certificate for the crew of inland river ships in accordance with the provisions of the national maritime administrative agency.

When a seagoing vessel is sailing in an inland river, its captain and pilot shall obtain a certificate of competency for seamen on inland river routes in accordance with the provisions of the national maritime administrative agency, otherwise, they must apply for pilotage.

The inland river vessels mentioned in this article refer to all kinds of self-propelled and non-self-propelled vessels sailing only in inland rivers, but do not include military vessels, fishing vessels and sports vessels; "Specific types of ships" refer to passenger ships, ro-ro ships, high-speed ships and dangerous goods ships (including oil tankers, chemical carriers and liquefied gas carriers). Article 3 These Rules shall apply to the acquisition and issuance of certificates of competency.

The provisions of these rules shall apply to the acquisition and issuance of the Special Training Certificate for Inland Watermen and the Certificate of Competency for Inland Watermen. Article 4 The transportation department in the State Council is in charge of the certification of the national inland river ship crew competency examination, and the national maritime administrative agency is responsible for the certification management of the national inland river ship crew competency examination under the leadership of the transportation department in the State Council.

The maritime administrative agencies at all levels shall implement the examination and certification of inland river ship crew within the authority and scope determined by the maritime administrative agencies at higher levels. The authority and scope of examination and certification for maritime administrations directly under the central government and local maritime administrations of provinces, autonomous regions and municipalities directly under the Central Government (hereinafter referred to as provincial local maritime administrations) shall be determined by the State Maritime Administration.

The maritime administrative agency mentioned in the preceding paragraph is hereinafter referred to as the issuing authority. Article 5 An applicant for a certificate of competency shall meet the following conditions:

(a) the age has reached 18 years old and the male is under 65 years old and the female is under 60 years old;

(2) Conforming to the standards for physical examination of seafarers promulgated by the national maritime administrative agency;

(3) Having received professional training in water traffic safety;

(4) Having the educational level specified in these Detailed Rules;

(5) Holding a valid "Crew Service Book" as required and meeting the qualification of water service as stipulated in these Rules, with a good safety record;

(six) in accordance with the provisions of these rules to participate in the competency examination and pass.

The term "good safety record" as mentioned in the preceding paragraph refers to the fact that there have been no accidents with major direct responsibility or above in the last 24 months. Chapter II Certificate of Competency Article 6 The holder of a certificate of competency shall, in accordance with the scope of application indicated in the certificate of competency, hold corresponding posts or junior posts on ships of the corresponding class or lower.

The captain and the crew of the driving department working on the inland river high-speed ship hold higher-level certificates of competency according to the gross tonnage of the ship, and the crew of the engine department hold lower-level certificates of competency according to the total power of the main propulsion power plant of the ship.

The term "crew" as mentioned in this article refers to the first mate, second mate, third mate, driver and pilot employed on board. "Crew of the engine department" refers to the chief engineer, engineer, engineer, engineer and engineer employed on the ship. Article 7 A certificate of competency includes the following basic contents:

(a) certificate number;

(2) The name and date of birth of the holder;

(3) The number of the holder's crew service book;

(four) the scope of application of the certificate, including the ship type, class, location and route (region) that the holder can be competent for;

(5) The issuing authority;

(6) Date of issue and deadline;

(7) verify the endorsement. Article 8 The ship grades and positions to which the certificate of competency applies are divided into:

(a) the ship's grade is divided according to the gross registered tonnage or the total power of the main propulsion power plant:

1, first-class ship: 1600 gross tonnage or 1500 kilowatts or more;

2. Class II ships: less than 600 gross tonnage 1600 gross tonnage or less than 44 1 kw 1500 kw;

3. Class III ships: more than 200 gross tons but less than 600 gross tons or more than 147 kw but less than 44 1 kw;

4. Fourth-class ships: more than 50 gross tons to less than 200 gross tons or less than 147 kW;

5. Fifth-class ships: less than 50 gross tons.

The ship grades of the captain and the crew of the driving department are classified according to the gross tonnage of the ship, and the ship grades of the crew of the engine department are classified according to the total power of the ship's main propulsion power plant, but the ship grades applicable to the captain of the tugboat and the crew of the driving department are classified according to the total power of the ship's main propulsion power plant.

(2) Set up competent posts according to the ship's grade:

1, first-class and second-class ships shall be equipped with the captain, first mate, second mate and third mate; Chief engineer, big tube wheel, second tube wheel and third tube wheel;

2. Third-class ships and fourth-class ships shall have captains and pilots; Chief engineer and engineer;

3. A fifth-class ship shall have a pilot. Ninth "certificate of competency" is valid for no more than 36 months. "Certificate of competency" expires, the certificate holder may apply for a certificate of competency in accordance with the provisions of these rules. The validity period of the certificate of competency shall not exceed 36 months at a time. The expiration date of the female holder's certificate shall not exceed 60 years of age; The male holder must not be over 65 years old.
