Among them, Shan Xiangdong, Zui, former director of Lushi County Transportation Bureau, and Tong, former secretary of Mianchi County, all have the plot of selling officials. Meng Jiao took nearly ten million bribes, most of which were related to selling officials. On August 27th this year, Li Weimin, Deputy Secretary of Anyang Municipal Committee, was put on file for investigation by the Anti-Corruption Bureau of Henan Provincial Procuratorate. The Henan Provincial Commission for Discipline Inspection initially found out that Li Weimin took advantage of the convenience of selecting and appointing cadres and accepted bribes from others during his tenure as the organization minister of Sanmenxia Municipal Committee.

Li Weimin has been expelled from Party membership and public office. He became another fallen official in the Sanmenxia series of anti-corruption cases.

On August 27th, the Anti-Corruption Bureau of Henan Provincial Procuratorate filed a case against Li Weimin, deputy secretary of Anyang Municipal Committee, for "suspected bribery".

Li Weimin disappeared before the case was filed.

On May 19 this year, as the deputy secretary of Anyang Municipal Committee of Henan Province, he disappeared in a hotel in Shijiazhuang on his way back to Anyang after attending the farewell ceremony of Fang Xiaoyu, the former executive vice governor of Hainan Province.

Li Weimin was transferred from Sanmenxia City to Anyang City in August 2009, and was originally the organization minister of Sanmenxia Municipal Committee.

During his transfer, Sanmenxia city set off an anti-corruption storm, and many officials at or above the department level, including a deputy mayor, were dismissed.

Seven officials fell, 1 official fled.

Since last year, Sanmenxia has found a series of corrupt officials who betrayed officials, and the former director of the organization department of the municipal party Committee fled.

In addition, according to the reporter's investigation, two other cases that were not disclosed by Sanmenxia officials but circulated in the market have entered the judicial process. They are: Lu, former director of Sanmenxia Finance Bureau, and Tong, secretary of Mianchi County Party Committee, suspected of taking bribes.

Among them, according to the court judgment of Shan Xiangdong, the former director of Sanmenxia Transportation Bureau, he was found to have taken bribes in 9 cases, 4 of which were related to the promotion of people. Every time he helps others to be promoted to the east, he will accept tens of thousands of bribes, ranging from 30 thousand yuan to 6.5438+10 thousand yuan.

For example, in the second half of 2008, Shan Xiangdong accepted Xue Moumou's request to provide help for his promotion and accepted the other party's 30,000 yuan; From 200 1 to 2009, Shan Xiangdong accepted Lin's request to help him in his promotion, and received a total of * * * 654.38+ten thousand yuan from the other party in nine times.

The judgment did not disclose the identity and rank of these promoted people.

At present, there is no evidence that these promoted people have interests with Li Weimin. It's just that they were promoted during Li Weimin's tenure as Minister of Organization Department of Sanmenxia Municipal Committee.

The investigation also found that among the above-mentioned people involved, the former director of Sanmenxia Real Estate Administration, the former director of Sanmenxia Finance, and the former secretary of Mianchi County Committee, Tong, were also adjusted and promoted during their tenure as the Minister of Organization Department of Sanmenxia Municipal Committee.

According to the "Regulations on the Appointment and Dismissal of Officials", the adjustment and appointment of departmental officials directly under the municipal government, the adjustment and appointment of county heads and county party secretaries must be put forward by the organization department of the municipal party committee before they can enter the follow-up procedures.

A person familiar with Sanmenxia said that Li Weimin's opinion is very important for the promotion of junior officials.

Land cases triggered a series of corruption.

In the development of a traffic land, the director of the soil storage center of the Municipal Bureau of Land and Resources was found to have taken bribes of 1 10,000 yuan, which led to the former director of the Municipal Transportation Bureau.

As for the source of this anti-corruption storm, there is a saying in Sanmenxia that it was triggered by a deputy departmental official named Dai Yuejin.

Dai Yuejin was originally the director of the Land Reserve Center of Sanmenxia Land and Resources Bureau. Previously, he served as Party Secretary and Director of Shaanxi Provincial Bureau of Land and Resources in Sanmenxia.

Because of reporting a land problem in Shaanxi county, it led to a great leap forward.

Dai Yuejin was recognized by Sanmenxia Intermediate People's Court in April this year. From June 2003 to the end of 2007, Dai Yuejin took advantage of his position to seek benefits for others or real estate companies, and received a "benefit fee" of/kloc-0.44 million yuan and was sentenced to/kloc-0.2 years.

It is understood that a bribe in Dai Yuejin's case involved land for transportation, which led to Shan Xiangdong, director of transportation in Sanmenxia City, and Zhang, deputy mayor of Sanmenxia City in charge of transportation work.

In the survey, some respondents also said that Shan Xiangdong had been concerned by the Henan Provincial Commission for Discipline Inspection last year.

According to public information, Shan Xiangdong was born in 1955 in Sanmenxia. In the 1990s, he was the Deputy Procurator-General of the Hubin District Procuratorate of Sanmenxia City and the Director of the Anti-Corruption Bureau. He detected the bribery case of local leading cadres in Sanmenxia, and was later transferred to the Sanmenxia Municipal Government as the head of the legal department. He used to be the deputy director of Sanmenxia Land and Resources Bureau and the director of Sanmenxia Bureau of Letters and Calls.

In February 2000, Shan was appointed as the traffic director of Sanmenxia City, and was re-elected until the case was dismissed.

A NPC deputy in Sanmenxia City, who asked not to be named, said that the Shan Xiangdong incident was related to internal reporting.

"At the NPC session, Shan Xiangdong was told two questions. One was accused of accepting millions of bribes from contractors in the process of building houses and repairing roads, and the other was to help promote a cadre to take bribes of 654.38+10,000 yuan. " The above NPC representative said.

According to the court judgment of Shan Xiangdong, as early as March 2009, Shan Xiangdong had obtained the information that the Provincial Discipline Inspection Commission was investigating him. Shan has raised 2.6 million yuan, trying to find a relationship to pay bribes through friends to prevent himself from being investigated. After the bribery failed, the stolen money was recovered.

On July 2, 2009, Shan Xiangdong was detained. On August 20 of the same year, Shan was removed from the post of Director of Transportation Bureau by the Standing Committee of Sanmenxia Municipal People's Congress.

From June 5, 2008 to February 2009, this single case was designated to be tried in a different place in the Beiguan District Court of Anyang City. The court found that from 2000/kloc-0 to 2009, he took advantage of his position as party secretary and director of Sanmenxia Municipal Transportation Bureau to seek benefits for relevant units and individuals, and illegally accepted bribes from others totaling RMB 2.64 million, USD10,000 and HK$ 50,000, and was sentenced to 13.

The deputy mayor was implicated in the fall.

The former city traffic director voluntarily admitted to bribing vice mayor Zhang, who was found to have taken advantage of his position to accept bribes of more than 4 million yuan.

After Shan Xiangdong's fall, Zhang, deputy mayor of Sanmenxia City, was also investigated.

According to Shan Xiangdong's verdict, when Shan Xiangdong appeared in court, he said that he should make meritorious deeds by voluntarily confessing to pay bribes to Vice Mayor Zhang, which was later confirmed by the court.

During Zhang's promotion to vice mayor, he focused on the traffic work in Sanmenxia City, and had more contacts and close ties with Shan Xiangdong, then the traffic director of Sanmenxia City.

It is understood that on June 15, 2009, Zhang was still on the scene to supervise the "Three Summers" and flood control work. It was not until June of that year 10, 2 1, at the 17th meeting of the Standing Committee of the Fifth National People's Congress in Sanmenxia City, that the news that the procuratorial organs had taken compulsory measures against Zhang appeared.

Zhang, a native of Lingbao, Henan Province, 1955 was born in the same year as Shan Xiangdong, and graduated from Henan TV University with a major in finance.

1July, 1986, Zhang entered the Sanmenxia Finance Bureau, served as the chief and director of the budget department of the Municipal State-owned Assets Supervision and Administration Bureau, and served as the director and party secretary of Sanmenxia Finance Bureau from February 2002 to October 2002. On February 7, 2002, Zhang was appointed as the deputy mayor of Sanmenxia Municipal People's Government.

"This old financial director is generous and loyal, and has a good reputation in Sanmenxia." An insider familiar with Zhang said that Zhang was involved in economic issues during his tenure as the financial director and his lover was taken away by the procuratorate for investigation. Later, the storm subsided.

At the beginning of this year, Guo Kunchang, member of the Standing Committee of the Henan Provincial Commission for Discipline Inspection and deputy director of the Supervision Department, informed that Zhang took advantage of his position as deputy mayor of Sanmenxia City to seek benefits for others. Suspected of accepting bribes is equivalent to RMB 2.608 million, and receiving gifts of RMB 26.5438+RMB 8 million. Zhang was expelled from the party and dismissed from public office, and was transferred to the judicial organs for handling.

According to Zhang's agent, Zhang's case was handed over to the procuratorate in the second half of last year. At present, it has entered the judicial process, but it has not yet opened a court session. Zhang's agent did not disclose information about the case and the trial in different places on the grounds of sensitivity.

Zhang's bribery case became one of the 35 typical cases of commercial bribery and engineering construction in Henan Province last year. Therefore, Zhang became one of the 18 departmental cadres who were dismissed for taking bribes in Henan province last year.

The county traffic director helps people buy officials.

The Zhai case is highly similar to the case of Shan Xiangdong, the former director of the Department of Transportation, and both of them collect benefits for promoting others. Bribery was 6.5438+0.28 million yuan.

Zhang, Shan Xiangdong and Dai Yuejin were terminated on February 22, 2009. On that day, another person's NPC deputy qualification was terminated: Zhai.

At present, there is no evidence to show the relationship between the Zuisu case and the above three people. However, a local insider in Sanmenxia said that these families have one thing in common, and they all belong to the transportation system.

Zui Suyu was originally the traffic director of Lushi County, Sanmenxia, and has now been expelled from the party and public office. In June, 2009, the yima city Court in Sanmenxia made a first-instance judgment against Su, giving him 6.5438+0.283 million yuan in bribes by taking advantage of his position, and another 2.65438+0.7 million yuan was sentenced to 6.5438+0.2 years in prison because he could not explain the legal source.

In the plot of the bribery case in which the Zuisu case was made public, it can be found that it is highly similar to the Shan Xiangdong case.

The court judgment shows that during the Spring Festival of 2002 to the Spring Festival of 2009, Zhai received a "thank you fee" of different amounts every year, ranging from 6,543,800 yuan to 6,543,800 yuan.

In the investigation, the reporter found that while dealing with the case of Shan Xiangdong, the Sanmenxia traffic system also exposed such a corruption case. Tian, the former assistant researcher of Sanmenxia Transportation Bureau, took advantage of his position as the deputy director of expressway Project Office of Linfen No.3 (Sanmenxia) and resorted to fraud and other means to reimburse 63,720 yuan in violation of regulations.

It is understood that Tian has been expelled from the party and transferred to the judicial organs for handling.

The city finance director was arrested.

After the deputy mayor was dismissed, the former director of the real estate administration was found to have taken bribes of 948,000 yuan; The municipal finance director was also transferred to the procuratorate.

There is a local saying in Sanmenxia that Zhang, the deputy mayor, picked up the director of the former real estate administration after he fell off his horse. "Zhang explained to the organization earlier that he had paid bribes to him. At the trial, Zhang also said that he was wrong. "

Huang Guohua's lawyer denied this.

Huang Guohua is 54 years old. From June 2000 to June 2008, he served as Party Secretary and Director of Sanmenxia Municipal Bureau of Justice. From June 2008 to June 2008, he served as Party Secretary and Director of Sanmenxia Real Estate Administration Bureau.

On April 6th this year, Huang Guohua's bribery case was concluded in Xuchang County Court.

The court found that during his tenure as Party Secretary and Director of Sanmenxia Judicial Bureau and Party Secretary and Director of Sanmenxia Real Estate Administration Bureau, Huang accepted 16 people for 20 times, took bribes of 948,000 yuan and was sentenced to 7 years in prison.

After Huang Guohua was arrested, there was such a news in a local forum in Henan last August. "Lu, the God of Wealth in Sanmenxia, was detained by the Henan Provincial Commission for Discipline Inspection."

Lu Yuan is the finance director of Sanmenxia City.

Starting from the deputy director of Mianchi County Finance Bureau, he has served as the director of Mianchi County Finance Bureau, the manager of Sanmenxia Trust and Investment Company and the chairman of Sanmenxia City Credit Cooperative (predecessor of Sanmenxia City Commercial Bank).

On June 65438+1October 12 this year, the 20th meeting of the Standing Committee of the Fifth People's Congress of Sanmenxia City was held, and Lu was removed from the post of financial director of Sanmenxia City.

On April 20th this year, the Standing Committee of the Fifth People's Congress of Sanmenxia held its 22nd meeting, and deliberated and voted on the decision of licensing procuratorial organs to take compulsory measures against Lu.

According to insiders of Sanmenxia City Procuratorate, Lu has been transferred to the procuratorate, which is said to involve a case of 500,000 yuan, but the specific case is not clear. Information about where the trial was held and whether it has been held is unknown.

Mianchi county party secretary took bribes?

In the Sanmenxia series of corruption cases, Tong is the department-level official with the largest amount involved, and a large part of bribery is related to selling officials.

The Sanmenxia series of corruption cases did not end here. The 22nd meeting of the Standing Committee of the Fifth People's Congress of Sanmenxia approved the decision to take compulsory measures against Lu, and at the same time, it also deliberated and adopted the Report on Stopping the Qualification of Tong, the former county party secretary of Mianchi.

Tong was born in 1962 and holds a postgraduate degree. In 2007, he served as director of Sanmenxia Water Conservancy and secretary of Mianchi County Party Committee. In July 2009, Sanmenxia City was transferred to appoint the Deputy Secretary-General, and was double-regulated in September.

Local insiders said that the fall of horses was related to reports from local enterprises.

A state-owned enterprise in Mianchi County was restructured, and the contract stipulated that Henan Tian Rui Group would participate in the restructuring, and then the state-owned enterprise was "sold" to a Shanghai enterprise. Henan Provincial Optimization Office and Sanmenxia City Commission for Discipline Inspection came to Mianchi County to investigate and found that Meng had violated discipline, and then found out a series of bribery problems.

According to online news, Tong is suspected of taking bribes amounting to more than 20 million yuan, which is the largest departmental official involved in the Sanmenxia corruption case.

In this regard, Tong's agent revealed that Tong was indeed mainly accused of accepting bribes, but the amount accused by the prosecution was less than that rumored on the Internet, totaling less than 6.5438 billion yuan.

Meng's agent also revealed that a large part of the money that Meng was accused of accepting bribes did come from the thank-you fee that Meng received after helping others arrange work and promotion.

The reporter also learned that on August 6 this year, the court in Ruzhou City, Henan Province accepted a bribery case of county-level leading cadres, and the target of bribery was Meng.

According to the accusation of the procuratorate, in April 2007, Wang Hequ, then secretary of the Party Committee of Chengguan Town, Mianchi County, was promoted to deputy general manager (deputy director) and member of the Party Committee of Sanmenxia Pharmaceutical Corporation (Administration Bureau) with the recommendation and help of Tong, then secretary of Mianchi County Committee. To show his gratitude, Wang Hequ paid a bribe of 654.38 million yuan to Tong in April 2007.

A government official in Sanmenxia told reporters that Wu Shifang, deputy head of Mianchi County, was also put on file for investigation by the judicial authorities after the fall of Meng Jiao.

In June this year, Wu Shifang was taken away by the Sanmenxia City Procuratorate during his inspection in Suzhou. "He didn't take the double-regulation procedure."

The insider said that the anniversary of CPPCC, vice chairman of Mianchi County, was also put on file for investigation by Mianchi County Procuratorate.

Can the avoidance system curb selling officials?

Meng was accused of exploiting the loopholes in the system and was suspected of being a local official; Some people question why the organization department of the municipal party Committee is not strict.

An insider in Mianchi reported that in 2007, after Tong was promoted to the county party committee secretary, there were more than 200 department-level cadres for three consecutive times, and it was said that Tong took bribes in the process of promoting others.

The biggest problem in children's cases is the procedure of promotion. Some people think that Tong is from Mianchi County. Why was Mianchi transferred to the county magistrate in 2002?

According to the "Regulations on the Selection and Appointment of Leading Cadres of the Party and Government" and the "Interim Provisions of the General Office of the Central Committee of the CPC on the Avoidance of Leading Cadres of the Party and Government", leading cadres of the party and government implement the avoidance system, and those who hold the leading positions of the county (city) Party committee secretary, county (city) head, county (city) discipline inspection organs, organization departments, people's courts, people's procuratorates and public security departments are generally not allowed to hold posts where they grew up.

Since the appointment of the county party secretary and county magistrate requires the preliminary opinions of the organization department of the municipal party committee, some local people in Sanmenxia doubt whether there is an interest relationship with the child after the fall of Tong Ma and the flight of the former organization department minister of the municipal party committee.

In Li Weimin's hometown-Anyang Youth Village, the reporter met his cousin Li Shitang. He said that in June and July this year, the village already knew about the accident in Li Weimin.
