First of all, it is clear that the collective enterprises of the former state grid companies around the city are now collectively referred to as provincial industrial units, that is, the equity is transferred from the trade union of the original city company to the industrial platform company under the provincial company. In other words, the assets are supervised and managed by the industrial platform company of the provincial company.

Nevertheless, it did not break away from the local city company. It is clear in the relevant documents of our province that the original host city company can focus on the business and safety of the corresponding provincial industry units through party organizations and contractual relationships, and be responsible for daily management; Moreover, the leading cadres of provincial industrial units still have to be recognized and recognized by local companies, but they have changed from the direct appointment of grass-roots units to the recommendation letter of the party Committee on appointment to the corresponding provincial industrial units (hereinafter, it has become a parallel text) or appointed in the name of industrial platform companies (actually, it has to be recognized by local companies); The municipal company plans and guides the development direction of the corresponding provincial industrial units through the industrial steering committee, and has the right to decide major issues.

In other words, provincial industrial units accept dual leadership: asset supervision of provincial industrial platform companies and daily management of local power supply companies.

Our regular employees (although there is no state-owned enterprise at present, the identity difference exists objectively, and the official name of the so-called regular workers should be called "contract workers owned by the whole people") still belong to local companies in labor relations, and the labor contracts are still signed with local companies, but they are engaged in management or professional and technical positions in provincial industrial units and sign loan agreements with industrial units. This kind of situation belongs to "national support collective" or "main business support industry", which is our local company to put it bluntly.

In addition to the formal work of the "state-supported collective" of the original host city company, provincial industrial units can't meet the demand for employment, so they will also recruit from the society (the only way for the State Grid to implement "formal work" is unified recruitment, and school recruitment is actually the main form of unified recruitment, that is, college graduates who meet the corresponding conditions take the unified recruitment examination with the province as the unit, and those who pass the examination get a unified EEP job number, that is, the identity of contract workers under ownership by the whole people. In addition, a small number of demobilized soldiers are resettled, but it is not the main form. At present, the provincial industrial units in transition have not directly recruited, but they may directly recruit relevant skills or technicians in the future. Provincial industrial units directly sign employment contracts, that is, provincial industrial units directly sign workers, which we usually call "contract workers". This form of employment is actually relatively stable, not comparable to the so-called "regular workers" for the time being, but much better than the labor dispatch workers.

In fact, the real main post of provincial industrial units is direct contract workers (it is reasonable to call it "collective ownership contract workers" according to the nature of their enterprises, but it is easy to be confused with the "large collective" employment that once existed in state grid enterprises, so let's call it direct contract workers).
