Xinjiang talent introduction policy

In order to implement the strategy of strengthening the city with talents and further optimize the cadre team structure of public institutions, it is decided to carry out the work of introducing talents for college graduates in Urumqi in 2022 through research. The relevant matters are hereby announced as follows:

I. Introduction Plan

It is planned to introduce 1 1 16 people. For the specific positions, please refer to the Post Table of Introducing Talents for College Graduates in Urumqi in 2022 (hereinafter referred to as the Post Table) (attachment 1).

Second, the introduction conditions

(1) Having China nationality. ?

(2) Abide by the Constitution and laws of People's Republic of China (PRC).

(3) Having the physical conditions and psychological quality to perform their duties normally.

(4) Having a bachelor degree or above. Age is 30 years old and below (born after April 27th, 199 1).

(5) Teachers' posts have the corresponding grades and subject teacher qualification certificates required for the introduction of posts, and the standard of Putonghua must reach Grade II and above. To apply for Chinese, the level of Putonghua must reach Grade II A and above.

Graduates of the class of 2022 who apply for teacher positions in primary and secondary schools and kindergartens must obtain teacher qualification certificates of corresponding levels and disciplines within 1 year after they officially take up their posts; Those who apply for the post of teacher in secondary vocational schools must obtain the corresponding teacher qualification certificate within 2 years after they officially take up their posts. If it is not collected on time, the employment contract will be terminated.

(6) Having other conditions required for applying for positions.

According to the Notice of Ministry of Human Resources and Social Security on Relevant Issues Concerning Vocational College Graduates' Participation in Open Recruitment of Institutions (Ministry of Human Resources and Social Security Fa [2021] No.82), graduates of preparatory technician (technician) classes in technical colleges can apply for positions with bachelor's degree requirements on the premise of meeting other professional conditions.

Third, introduce the procedure.

The introduction procedures mainly include information release, registration and qualification examination, examination and testing, physical examination, inspection and open employment.

(1) Announcement

The announcement on the introduction of talents by college graduates in Urumqi in 2022 was published in the Personnel Examination column of Urumqi Human Resources and Social Security Service Platform.

(2) Registration and qualification examination

Registration is conducted by online registration, and each person is limited to one post. Applicants should log on to the designated website or email address to register (see the job list for details). To register by mail, you need to fill in the Application Form for Introducing Talents for College Graduates in Urumqi in 2022 (Annex 4), and attach the electronic registration filing form of ID card, diploma, degree certificate and education certificate of the Ministry of Education (if college graduates in 2022 have not obtained graduation certificate or degree certificate, they must provide the online verification report of the school status of the Ministry of Education, and submit the graduation certificate and degree certificate before July 3, 20221).

Registration time: April 29th, 202210: 30-May 8th 18:30.

Qualification examination and registration are carried out simultaneously, and the competent department of the recruiting unit is responsible for it. Qualification examination runs through the whole process of import work. If it is found that the candidates do not meet the introduction conditions, their application or employment qualifications may be cancelled.

(3) Inspection and testing

Those who pass the qualification examination will take the examinations and tests organized by the competent department of the recruiting unit. The specific method, time and place of examination and testing shall be determined by the competent department of the recruiting unit.

(4) Physical examination

According to the introduction plan, determine the ratio of 1: 1. Physical examination items and standards refer to the General Standard for Physical Examination of Open Recruited Staff in Autonomous Region and Institutions (Trial). Those who fail the physical examination are not allowed to enter the next link.

(5) Investigation

Those who pass the physical examination shall fill in the Questionnaire on the Introduction of Talents by College Graduates in Urumqi in 2022 (Annex 5). The inspection shall be organized and implemented by the competent department of the recruiting unit.

(6) Publicity

The competent department of the recruiting unit shall determine the candidates to be hired according to the investigation results, and publicize them in the personnel examination column of Urumqi human resources and social security service platform. The publicity period is 7 working days. If there is any objection to the publicity, and it is verified that it does violate the policy, the employment qualification of the person to be hired will be cancelled.

(7) Employment

If there is no objection to the publicity, the employment procedures will be handled. If the employment documents are not reported within 30 days after they are issued, the employment qualification will be cancelled, and you shall not participate in the recruitment of institutions organized by Urumqi within 3 years from the year of application.

Fourth, policy treatment.

Salary: salary stipulated by the state+performance bonus.

Living allowance: a one-time allowance is given according to the standard of 25,000 yuan for master and 35,000 yuan for doctor.

Degree subsidy: those who pass the annual examination and above will be subsidized according to the standards of 400 yuan/month for master's degree and 0/000 yuan/month for doctor's degree.

Housing subsidy: those who settle in our city after the introduction and buy a house for the first time will be given a one-time subsidy according to the standard of 65,438+10,000 yuan for master and 300,000 yuan for doctor.

Accommodation guarantee: provide free talent apartments for non-Urumqi household registration personnel for 3 years.

Others: After the personnel from outside Xinjiang arrive at their posts, the employer will reimburse the transportation expenses for entering Xinjiang for the first time.

(a) in accordance with the requirements of the normalization of epidemic prevention and control, candidates should effectively enhance the awareness of epidemic prevention and control, do a good job of self-protection, and try to reduce going out and gathering people before the exam. When taking the exam, candidates must sign the commitment letter of physical examination (Annex 6), conduct daily health monitoring and temperature measurement on/0/4 days before the exam, and truthfully fill in the registration form of temperature measurement of candidates (Annex 7), present the negative report of nucleic acid test results, dynamic communication big data travel card and health code within 48 hours before the exam, take the initiative to take temperature measurement, and wear a mask all the time. According to the situation of epidemic prevention and control, if the epidemic prevention and control department has other requirements before inspection and testing, it will be notified separately.

Anyone who makes false or false promises, conceals his medical history, conceals his living history and contact history, conceals symptoms by taking medicine himself, conceals or omits health status, and evades epidemic prevention measures will be disqualified once found. If the impact and consequences are caused, the relevant responsibilities will be investigated according to the law.

(2) This exam does not specify an exam counseling book, nor does it hold or entrust any institution to hold an exam counseling training class.
