Failure to pay wages constitutes property infringement, and you can apply to the labor department for labor arbitration.

If the employer is in arrears with wages, the employee may collect relevant evidence (labor contract and wage payment record) and take the following measures:

1. Complain to the administrative department of labor security (labor inspection brigade).

2. Apply to the labor dispute arbitration committee for labor arbitration. For example, on the grounds that wages are not paid in full and on time, apply to the labor dispute arbitration commission to terminate labor relations and pay wages and economic compensation. If you still want to maintain labor relations, you can just ask for wages.
