Jinyong Railway is the most convenient transportation channel from Ningbo and Zhoushan to the hinterland of the central and western regions. It is one of the important collection and distribution channels behind Ningbo, Zhoushan Port and Lingang Industry, and it is also one of the important infrastructures for the opening of Ningbo. It fills the gap in the road network in central and western Zhejiang, and closely links Zhoushan Archipelago New Area, Ningbo Metropolitan Area, Jinyi Metropolitan Area and the urban agglomeration in central Zhejiang.

According to the plan, Jinyong Railway will build a national railway I-class passenger and freight dedicated line, connecting Yiwu small commodity market and Zhoushan Port in Ningbo, and establishing a trade pattern of "buying the world and selling the world". Combined with the planning requirements, the design team of the Fourth Railway Institute adjusted the freight building clearance standard after fully understanding the transportation demand, and innovatively adopted the double-deck container train transportation mode, so that Yiwu's small commodities could reach Zhoushan Port more efficiently and economically. This line is also the first pilot line in China.

In addition, China Railway 14th Bureau also undertook the construction tasks of Qianyan Tunnel, Chen Jialing Tunnel, Nijiaao Bridge and Jintingjiang Bridge of Jinyong Railway. Among them, Qianshiyan Tunnel is a single-hole and double-track railway tunnel with a total length of 14.7km, which is a comprehensive control project of Jinyong Railway, crossing multiple fault zones and having complex geology. In this project, transformers and gas tanks are added in the tunnel, and the size of air duct is optimized, which effectively solves the problem of power transmission difficulty of pneumatic air-leg rock drill and accumulates experience for the construction of such long tunnels.
