The main responsibilities of Jining Municipal Transportation Bureau

(a) to implement the national and provincial policies, laws and regulations on highways, waterways and civil aviation, formulate normative documents and organize their implementation; To implement the national and provincial transportation industry plans and supervise their implementation; To draw up plans and plans for the highway, waterway and civil aviation industries in the whole city and supervise their implementation; To formulate policies and measures for the integration of urban and rural transportation and organize their implementation; Organize the preparation of comprehensive transportation system planning in conjunction with relevant departments, and undertake the coordination of related issues of comprehensive transportation system planning; Optimize the layout of transportation and promote the connection of various modes of transportation; Participate in the formulation of modern logistics development strategy and planning; Guide the planning, construction and management of transportation hubs.

(two) to undertake the supervision responsibility of the city's roads, waterways and civil air transport market; To formulate policies, access systems, operational norms and technical standards for road, waterway and civil air transport, and supervise their implementation; Responsible for the management and supervision of road and waterway passenger and cargo transportation and passenger and cargo transportation stations; Responsible for the safety production supervision of highways, waterways, civil aviation passenger and cargo transportation and dangerous goods transportation; To guide the management, safety production and emergency management of highway, waterway and aviation services; Take the responsibility of water traffic safety supervision; Responsible for the supervision and management of inland river traffic control, salvage and dangerous goods transportation in the cities under its jurisdiction; Participate in the investigation and handling of water traffic safety accidents; Responsible for the inspection, registration and pollution prevention of ships (except fishing boats) and related water facilities; To guide the safety management of port facilities; Responsible for traffic inspection; According to the provisions of the organization and coordination of key materials, emergency passenger and cargo transportation; Responsible for motor vehicle maintenance management; Responsible for the qualification management of the city's automobile driving training institutions.

(three) responsible for the scale and direction of fixed assets investment in highways, waterways and civil aviation, and put forward suggestions on the arrangement of government financial funds; To formulate the city's highway and waterway toll policy and supervise its implementation, and put forward policy suggestions on finance, land and price; Responsible for the examination and approval of expressway toll collection, inland river lock and overload detection station setting; Centralized examination and approval and management of all kinds of construction and maintenance funds in the transportation industry; Guide industry investment and financing.

(four) to undertake the market supervision responsibility of highway, waterway and civil aviation infrastructure construction; Responsible for the administrative supervision of bidding activities in the transportation industry, and maintain the order of equal competition in the construction market; Organize and coordinate the supervision and management of the construction, project quality and safety production of key projects of highways, waterways and civil aviation, and guide the management and maintenance of infrastructure of highways, waterways and civil aviation; Responsible for port and waterway layout planning and shoreline use management according to regulations.

(five) to assist the management of expressway as required; Put forward suggestions on the layout planning of national highways and provincial highways in the city, and organize the construction, maintenance and management of highways and their ancillary facilities; Supervise and guide the planning, construction, maintenance and management of rural roads.

(six) the implementation of traffic technical standards and norms, organize the development of science and technology in the industry, and promote technological progress; Organize the implementation of traffic information construction; Guide the environmental protection, energy conservation and emission reduction of highways, waterways and civil air transport.

(seven) comprehensive analysis and forecast of the economic operation of the transportation industry; Guide the transportation industry to optimize its structure and coordinate its development; Responsible for relevant industry statistics and release relevant information.

(eight) responsible for the construction of transportation system, staff education and training, and guiding the construction of spiritual civilization in the industry; Guide the reform of relevant systems in highway, waterway and civil aviation industries.

(nine) to guide the cooperation and exchanges in transportation; Responsible for the management of related foreign-related transportation.

(ten) responsible for the city's traffic readiness work, to undertake the relevant work of the Municipal National Defense Mobilization Committee.

(eleven) to undertake other tasks assigned by the municipal government.
