What is a public welfare post?

The central 12 document mainly stipulates the scope of community public welfare posts funded by the government for giving priority to the employment of older workers. The Notice of the Ministry of Labor and Social Security on Carrying out the Statistics of the Re-employment of Laid-off Workers (No.4 issued by the Ministry of Labor and Social Security [2003]) defines public welfare posts as "management and service posts that are mainly funded by the government or developed with funds raised by the society and are in line with the public interest".

Public welfare posts refer to non-profit public welfare management and social welfare service posts established by the government with the main purpose of realizing public interests and resettling people with employment difficulties.

Public welfare posts mainly include social public management posts, urban community public welfare posts, labor security and public service posts in institutions and other posts.

Municipalities can further clarify the scope of public welfare posts according to the above spirit and reality.

The object of this public welfare post employment assistance system refers to the elderly laid-off workers with difficulties, especially the laid-off workers from state-owned and collective enterprises at or above the county level who have the ability to work and employment aspirations, those who need to be resettled after closing bankrupt enterprises, and other urban unemployed people who enjoy the minimum living guarantee and have been unemployed for more than 1 year. Approved by the labor and social security departments at or above the county level, and indicated on the re-employment concession card.
