Recently, the Municipal Government Executive Meeting passed in principle the "Fuyang City Government Service Convenience Hotline Implementation Plan for Further Optimization". According to the plan, by the end of the year, in addition to emergency hotlines such as 110, 119, 120, and 122, Fuyang government service convenience hotlines will all be merged and optimized to achieve one number service of 12345.

According to the "Plan", all government service hotlines established by departments at all levels in the city will cancel their original numbers and integrate them as a whole, and unify the telephone service seats. Merged into the city’s 12345 hotline. The government service convenience hotlines established by relevant departments of the State Council and relevant provincial departments and bureaus and answered in Fuyang City will be merged as a whole, run in parallel with double numbers, and set up branch centers. All departments at all levels in the city will no longer establish new government service convenience hotlines. In principle, the county level will no longer build a new 12345 hotline platform. The hotline platforms of Linquan County, Funan County, and Jieshou City will gradually be merged into the municipal 12345 hotline platform.
The city plans to integrate 13 hotlines as a whole. Among them, 4 hotlines, namely 12349 of the Civil Affairs Bureau, 12336 of the Municipal Natural Resources Planning Bureau, 12312 of the Municipal Commerce Bureau, and 96119 of the Municipal Fire Brigade were integrated into the 12345 hotline. If the remaining 9 articles have not been established or have been merged originally, they will be deemed to be merged.
It is planned to implement 14 parallel hotlines with double numbers. Among them, the Municipal Human Resources and Social Security Bureau 12333, the Municipal Transportation Bureau 12328, and the Municipal Market Supervision Bureau 12315*** reserve numbers and seats for 3 hotlines; the 12319 hotline of the Municipal Urban Management and Law Enforcement Bureau cancels the number and reserves seats, and is managed by the 12345 hotline. ; The 12348 hotline of the Municipal Justice Bureau is answered uniformly at the provincial level; the 12393 hotline of the Municipal Medical Insurance Bureau and the 12317 hotline of the Municipal Rural Revitalization Bureau are not established in Fuyang City and are deemed to be included; the other 7 even numbers are parallel and seats are cancelled. In view of the need for epidemic prevention and control, the Municipal Health Commission’s 12320 hotline will maintain the status quo for the time being.
It is planned to set up 5 hotlines in branch centers. Among them, 12366 of the Municipal Taxation Bureau retains the number and agents, and establishes a call transfer mechanism with the 12345 hotline; in addition, 12360, 12313, 12305, and 12367 are not opened in Fuyang City, so they are answered by provincial agents and are deemed to be integrated as a whole.
Special note: After the merger, the city's hotline is unified into the "12345 Government Service Convenience Hotline", which provides "7*24 hours" all-weather manual service.
"12345" Acceptance Scope
The hotline mainly accepts various non-urgent demands from enterprises and the public, including economic regulation, market supervision, social management, public services, and ecological and environmental protection. Consultation, help, complaints, reports and opinions and suggestions in other fields. The hotline does not represent departmental functions. The department handles relevant business, implements supervision and law enforcement and emergency response according to the division of responsibilities. If administrative law enforcement cases and complaints are involved, the hotline will be transferred to the local government and relevant departments as soon as possible in accordance with the principle of hierarchical responsibility.
The municipal 12345 hotline management agency will establish a hierarchical and classified handling mechanism for appeals, and improve the work processes of the 12345 hotline in accordance with laws and regulations, including acceptance, order dispatch, processing, reply, supervision, settlement, return visits, and evaluation, to achieve Closed-loop operation of handling the demands of enterprises and the public.
