1 Basic concept and significance of project management in expressway

Expressway's project management mainly refers to the rational management of expressway's construction projects under the influence of external conditions, based on management concepts and methods, using systematic theoretical methods and concepts. In short, project management includes the whole construction project from decision-making to completion. At this stage, managers use scientific and reasonable methods to evaluate the project in a planned, organized, coordinated and controlled manner, and finally achieve the project objectives.

Because expressway has the characteristics of integrity, long construction period and large investment, expressway projects are generally invested by the state, so it is of great significance to strengthen the research of expressway project management for China's economic development. An efficient project management mode can not only save cost control, but also ensure the construction quality and time limit. In the research stage of project management mode, by absorbing the successful experience and methods of foreign expressway project management mode, we can improve the project management level in China and avoid possible problems in the construction process, thus ensuring the stable development of expressway in China.

2 problems in the traditional project management model

Since the early 1990s, the main project management modes adopted in the construction of expressway in China are contract system, legal person responsibility system and supervision system. Although these projects can promote the development of expressway's construction in a corresponding scope. However, with the development of society and the continuous improvement of economy and management level, there are many unreasonable problems in the traditional project management model. For example: engineering quality problems, cost overruns, construction delays and so on. It can be seen that the traditional project management mode can't develop under the current situation and can't meet the current needs of expressway's construction. Generally speaking, in the traditional project management mode, it is easy to produce the following problems. ⑴ The traditional management mode cannot be managed under the enterprise management concept. In the actual project management process, the management mode of the headquarters is adopted, that is, the construction team is set up at the beginning of the project and then dissolved after the project is completed.

This management model can't summarize the management experience in the construction process, so it is difficult to improve the project management level in the management process. (2) In the traditional project management mode, the builders who participate in the project construction are often independent construction units, because independent construction units usually lack a perfect coordination mechanism. Therefore, in order to pursue profits, the construction unit will have conflicts and contradictions with other units in the process of project construction, and lack integrity in the process of project construction. (3) Under the traditional management mode, the managers in each stage are different, whether in the design stage, the decision-making stage or the construction stage, so the managers in each stage can't get effective communication, and the information exchange often stagnates in the construction process, which has a certain impact on the project and can't realize systematic information management. ⑷

In the traditional management mode, design management and construction management are separated, which will inevitably lead to the management authority in the design stage biased towards the designer. In addition, in the construction stage, the management authority is in the construction unit. Therefore, in the process of construction project, once there is a lack of communication between the two, it will inevitably change, which will lead to changes to a certain extent, and will also affect the duration of the whole project. 5] In the process of project management, it is very serious for managers to affect the whole body, and the cooperation between construction units and supervision units often occurs. This cooperation phenomenon is not conducive to the development of supervision units, which seriously weakens the rights and status of supervision in the construction process, resulting in the supervision function can not be better played in expressway project management.

3 low-carbon environmental protection expressway project management model

At present, BOT+EPC project management mode has been effectively applied in expressway with low carbon and environmental protection. This management mode can realize the systematic collection of design, construction, construction, handover, change and operation to a certain extent, effectively sort out resources, save engineering costs to a great extent, and ensure the construction quality to meet the construction standards. Generally speaking, this management mode includes the following aspects. (1) In the low-carbon environmental protection environment, its project management mode can adopt low-carbon environmental protection materials, suitable construction technology and energy-saving mode on the basis of construction safety and quality in expressway, so as to reduce the environmental damage caused by construction and achieve the purposes of saving materials, land, energy and water. ⑵ For the waste gas, waste water and waste residue generated in the process of project construction, the project management unit needs to set up a special person to manage it. Managers need people with solid practical experience and strong sense of responsibility after receiving special training. Through the improvement of the garbage management system in the construction process, the organization of garbage disposal work by environmental protection departments has been improved.

To set up a special project management leading group, the construction project manager, chief engineer and project secretary should bear the brunt, check and supervise the indicators of low-carbon environmental protection in the construction process and improve the construction management in the construction process. (3) Starting from the general project office, do a good job in peacetime management to avoid high energy consumption. In terms of office paper, except for important documents and materials, relevant materials can be transmitted through the network and mail, and it is recommended that the office be paperless; In terms of meeting expenses, it is necessary to control the project management mode of meeting and less meeting and reduce meeting expenses; In terms of water and electricity waste, we should strictly control the phenomenon of ever-burning lamps and excessive water flow, turn on the air conditioner well, and realize the standardized management of water and electricity; In short, the environmental protection project management department must attach great importance to it, and it needs to be put in place with clear tasks and clear responsibilities.

With the rapid development of China's economy, the construction of expressway is increasing. At the same time, the pressure on the environment is gradually increasing. Therefore, in the construction process, we should take the environmental protection route and implement the principles and concepts of low-carbon environmental protection. Reduce its various negative impacts on the environment and improve the energy utilization efficiency of China. Low-carbon environmental protection project management mode not only plays an important role in China's sustainable development, but also is the inevitable result of the development trend of the world and China's going out.
