2. Scope and content of voluntary disclosure, form and time limit

(1) Scope and content of voluntary disclosure: refer to the Catalogue of Government Information Disclosure of Hunan Grain Bureau.

(3) Time limit for disclosure: After all kinds of government information are formed or changed, the Provincial Grain Bureau will make it public within 2 working days after the information is generated. Where there are other provisions in laws and regulations on the time limit for government information disclosure, such provisions shall prevail.

citizens, legal persons and other organizations may apply to their own units for obtaining relevant government information according to their special needs such as production, life and scientific research. When the unit provides information according to the application, it provides it according to the actual state of the information, and does not process, count, study, analyze or otherwise process the information.

(II) Scope of disclosure If the provincial grain bureau voluntarily discloses government information that is not disclosed in Articles 7, 8 and 14 of the Regulations on the Disclosure of Government Information of the People's Republic of China, it may apply to the provincial grain bureau and obtain it after approval, and the scope of disclosure is for the public.

(3) Procedures for handling applications ① Review. After receiving the application, the accepting institution of this unit will review whether the formal requirements of the application are complete, and inform the applicant in time to make corrections if the requirements are incomplete. If the applicant puts forward several independent requirements at the same time in a single application, the accepting institution will give a unified reply after all the processing is completed. In view of the fact that different departments may respond to different requirements, in order to improve the processing efficiency, it is suggested that the right holder of publicity should apply separately for different requirements. ② Registration. For the "Hunan Provincial Grain Bureau Government Information Disclosure Application Form" to fill in the complete and the applicant provides a valid identity certificate, the application should be registered in time and processed according to the order of receipt of the application.

(IV) Method of reply The accepting institution shall reply to the applications according to the order of receipt. Be able to answer on the spot, give an answer on the spot. Can not be answered on the spot, the unit shall give a reply within 15 working days from the date of receiving the application; If the applicant needs to extend the reply period, it can be extended for 15 working days after reporting to the person in charge of the information disclosure work organization of the unit for approval. And inform the applicant: first, if it belongs to the public scope, inform the applicant of the ways and means to obtain the government information; Second, if the application content contains information that should not be made public and can be treated differently, the part that can be made public will be provided to the applicant; Third, if it is not made public, inform the applicant of the reasons for not making it public; Fourth, inform the applicant of the name and contact information of the government information that does not belong to the unit; Fifth, if the government information applied for disclosure does not exist, inform the applicant of the actual situation and do a good job of explanation; Sixth, if the application content is not clear, the applicant shall be informed to make changes and supplements.

iv. methods and procedures of supervision

citizens, legal persons or other organizations may report to Hunan grain bureau, Hunan procuratorate or the competent department of government information disclosure if they think that their units have not fulfilled their obligations of government information disclosure according to law. The organ that receives the report will investigate and deal with it. Citizens, legal persons or other organizations that their specific administrative acts in government information disclosure infringe upon their legitimate rights and interests may apply for administrative reconsideration to the State Grain Bureau or the Hunan Provincial People's Government or bring an administrative lawsuit to the judicial department according to law.
