Article 2 These Measures apply to the operation and related management activities of urban rail transit such as subway systems and light rail systems within the administrative region of this city. Article 3 The operation and management of urban rail transit shall follow the principles of people-centered, safe, reliable, convenient and efficient, economical and comfortable. Article 4 The Municipal People's Government is responsible for organizing and establishing a sound urban rail transit operation and management coordination mechanism to resolve major operation and management matters.

The Municipal Rail Transit Bureau is the urban rail transit operation department designated by the Municipal People's Government and implements operation supervision and management of urban rail transit.

The municipal public security organs should do a good job in patrolling and controlling urban rail transit areas, investigate and deal with relevant violations of laws and regulations in accordance with the law, and strengthen the collection, analysis, research and judgment of intelligence information related to terrorism that endangers the safety of urban rail transit. Notification and early warning work, supervise and guide operating units to carry out inbound security inspection, public security prevention and emergency incident handling.

Relevant departments such as municipal development and reform, finance, housing and urban-rural construction, transportation, emergency management, natural resources, market supervision, ecological environment, health, urban management and comprehensive law enforcement, as well as fire rescue agencies, shall follow their respective responsibilities , collaborate to do a good job in the supervision and management of urban rail transit operations.

The operating unit shall stop any behavior that endangers the safety of urban rail transit operations, hinders operational services, or disrupts operational order, and assist relevant departments in handling them in accordance with the law. Article 6: Any unit or individual shall abide by urban rail transit operation safety, service management regulations and passenger codes, and shall not endanger operational safety, disrupt operation order, or damage urban rail transit facilities and equipment. Chapter 2 Basic Requirements for Operation Article 7 Urban rail transit planning involves facilities, equipment, sites, and buildings related to public safety, and shall be synchronously planned, designed, constructed, accepted, and put into use simultaneously with the urban rail transit project. , Strengthen operation and maintenance management. The competent department of urban rail transit operations shall separately review the layout of the line network during the stages of soliciting opinions on urban rail transit line network planning and construction plans, as well as the stage of soliciting opinions on the preparation and approval of project feasibility study reports and preliminary design documents. and scale, transfer hub planning, construction timing, resource sharing, line network comprehensive emergency command system construction, line function positioning, line format, system scale, transportation connections, etc., as well as passenger flow forecast, system design, transportation capacity, driving Provide opinions on organization, operation management, operation services, operation safety, etc. Article 8 In principle, for urban rail transit engineering projects, the operating unit shall be determined by the Municipal People's Government in accordance with relevant regulations and in accordance with the law before the feasibility study report is prepared.

For urban rail transit projects that implement franchise operations, the Municipal People's Government shall sign a franchise agreement with the franchise unit to clarify the rights and obligations of both parties. Article 9 After the urban rail transit project is completed, the urban rail transit construction unit shall organize the acceptance of the project. If the project passes the acceptance inspection and meets the conditions for trial operation, the construction unit shall organize a trial operation together with the operating unit. If quality problems and safety hazards are discovered, the operating unit shall urge the construction unit to handle them promptly. Article 10: After the urban rail transit project passes the acceptance inspection, the urban rail transit operation department shall organize an initial pre-operation safety assessment. Only those that pass the safety assessment before initial operation can go through initial operation procedures in accordance with the law.

Before the initial operation, the operating unit should sign an operation takeover agreement, clarify the warranty scope, warranty period and warranty responsibilities of relevant civil engineering, facilities and equipment, and system integration, and urge the construction unit to incorporate the above content into the quality of the construction project Warranty.

During the initial operation period, the operating unit shall monitor the operation status and quality of civil engineering, facilities and equipment, and system integration in accordance with design standards and technical specifications. If problems or safety hazards are discovered, relevant responsibilities shall be required The unit shall handle it in a timely manner in accordance with relevant regulations or contract stipulations. Article 11: After the initial operation period of an urban rail transit line has expired for one year, the operating unit shall submit an initial operation report to the urban rail transit operation department, and the urban rail transit operation department shall organize a formal pre-operation safety assessment. Only those that pass the formal pre-operation safety assessment can go through formal operation procedures in accordance with the law.

For problems discovered in the safety assessment, the urban rail transit operation department shall report to the Municipal People's Government and notify the relevant responsible units to require rectification within a time limit.
