The main body of the outline is 18, with 70 chapters and more than 90,000 words. It defines the guiding ideology, basic principles, main goals, key tasks and long-term goals in 2035 for Yunnan's economic and social development during the Tenth Five-Year Plan period, and plans a grand blueprint for the people of all ethnic groups in the province to forge ahead in the new era and start a new journey of building socialist modernization in an all-round way.

Seize the opportunity to build a pilot province with a strong transportation country, adhere to the development direction of "networking, integration and intelligence", take the "Double Ten" major infrastructure projects as the guide, accelerate the high-quality development of infrastructure, and build a modern infrastructure system with complete systems, high efficiency, practicality, intelligence, green, safety and reliability, so as to provide strong support and guarantee for the high-quality development of the province.

The "Ten New Projects" of infrastructure include: Li Kun high-speed railway, border railway and inter-city railway in central Yunnan.

Improve the comprehensive transportation corridor and comprehensive transportation hub. By 2025, the mileage of expressway will reach 6.5438+0.5 million kilometers, and the mileage under construction and opening to traffic will strive to break through 6.5438+0.8 million kilometers, and the province will basically realize county-level expressway. Strive for the railway operating mileage to reach 6000 kilometers. The total number of transportation airports under construction and operation has reached 20.

Deeply integrate into the major national development strategies such as the construction of the Belt and Road and the development of the Yangtze River Economic Belt, improve the inter-provincial transportation corridor that quickly reaches neighboring provinces and regions, connect major urban agglomerations such as Beijing-Tianjin-Hebei, Yangtze River Delta, Guangdong-Hong Kong-Macao Greater Bay Area and Chengdu-Chongqing, and improve the line layout in the corridor. We will consolidate and expand domestic and international routes through the expressway along the border and the tourist ring road in western Yunnan, promote the three-dimensional interconnection and organic connection between aviation and railway, expressway, railway and other modes of transportation, and improve the three-dimensional interconnection level of entry and exit passages.

We will promote the project of "repairing the network and speeding up", implement the project of "strengthening the foundation and expanding the line" of aviation, improve the flight route network of the provincial loop, and form a high-quality rapid transportation network with railways, expressway and regional airports as the skeleton, effectively connecting the cities in the province, basically realizing the full coverage of national and municipal railways, and fully connecting and interconnecting the county expressway and providing full coverage of aviation services. Promote the construction of the outer ring road in cities with a certain population scale.

We will build a comprehensive transportation network of urban agglomerations with central Yunnan as the core, promote the construction of "four networks integration" of trunk railways, intercity railways, urban (suburban) railways and urban rail transit, create an "urban agglomeration in central Yunnan on track", and form a transportation network of urban agglomerations and metropolitan areas that matches the new urbanization construction.

Key railway construction projects mainly include:

Railway trunk line. Accelerate the construction of Chongqing-Kunming high-speed railway, Yumo railway, Darrouy railway and Mimeng railway, and start construction of Dali-Lijiang-Panzhihua, Baoshan-Lushui, Lincang-Qingshuihe, Shangri-La-Bangda (Bomi) Yunnan section of Yunnan-Tibet railway and Zhaotong-Panzhihua railway.

Border railway. The total length of the line is1155km, and the construction of the entire Monkey Bridge-Baise will be started.

Urban agglomeration in central Yunnan on the track. Improve the coverage of high-speed rail and rail transit in central Yunnan, and implement Kunming-Chuxiong-Dali, Kunming-Lvliang-Luoping (Shennan-Kunming high-speed rail Yunnan section), Kunming-Yuanmou (new Cheng Kun high-speed rail Yunnan section) and Qujing-Xuanwei intercity railways according to two "500" targets.
