According to the Administrative Measures for the Establishment of Public Institutions in Shanghai issued by Shanghai Human Resources and Social Security Bureau, the establishment of public institutions refers to the establishment resources enjoyed by public institutions according to law, including the number of personnel and the number of posts. Shanghai artificial intelligence laboratory has corresponding establishment.
