Article 51 Anyone who violates the provisions of paragraph 3 of Article 18 of these Regulations by scattering, dumping, or stacking construction waste at will shall be ordered by the comprehensive administrative law enforcement department to make corrections within a time limit; if the unit fails to make corrections within the time limit, the unit shall be punished. A fine of not less than RMB 1,000 but not more than RMB 5,000 shall be imposed, and individuals shall be fined not less than RMB 100 but not more than RMB 500.

Article 52 If the pipeline operating unit violates the provisions of Paragraph 3 of Article 24 of these Regulations and fails to clean (organize) the pipeline regularly, thus affecting the appearance of the village, comprehensive administrative law enforcement will be carried out.
