Article 1 is to promote the development and construction of Xiaohe-Mengguan Equipment Manufacturing Ecological Industrial Park (hereinafter referred to as "Xiaomeng Industrial Park") and regulate the administrative licensing and administrative penalty entrustment of Xiaomeng Industrial Park, in accordance with the " These regulations are formulated in light of the relevant provisions of the Administrative Licensing Law of the People's Republic of China and the Administrative Punishment Law of the People's Republic of China and in light of the actual situation of this city. Article 2 These regulations shall apply to the implementation of administrative licensing entrustment and administrative penalty entrustment within the scope of Xiaomeng Industrial Park in this city. Article 3 The scope of administrative licensing and administrative penalty entrustment in Xiaomeng Industrial Park:

(1) Administrative licensing and administrative penalty functions performed by the municipal housing and urban-rural development administrative agencies in accordance with the law;

(2) Administrative licensing and administrative penalty functions performed by the municipal urban management administrative agency in accordance with the law;

(3) Administrative licensing and administrative penalty functions performed by the municipal transportation administrative agency in accordance with the law;

(4) Administrative licensing and administrative penalty functions performed by the municipal human resources and social security administrative agency in accordance with the law;

(5) Administrative penalty functions performed by the municipal health administrative agency in accordance with the law;

(6) Administrative licensing and administrative penalty functions performed by the municipal education administrative agency in accordance with the law;

(7) Administrative licensing and administrative penalty functions performed by the municipal civil air defense administrative agency in accordance with the law;

(8) Administrative licensing and administrative penalty functions performed by the municipal forestry and greening administrative agency in accordance with the law;

(9) Administrative licensing, administrative penalty functions performed by the municipal administrative agency for work safety supervision and management in accordance with the law. Administrative penalty functions;

(10) Administrative licensing and administrative penalty functions performed by the Huaxi District People's Government and its affiliated departments and the Mengguan Township People's Government in accordance with the law;

Except where laws and regulations have authorized relevant organizations to implement administrative penalties, or where relatively concentrated administrative penalties have been implemented with approval in accordance with the law. Article 4 The municipal administrative agencies such as housing, urban and rural construction, and transportation, the Huaxi District People's Government and its affiliated departments, and the Mengguan Township People's Government may, within the scope of their statutory powers, entrust the relevant administrative agencies of Xiaohe District to implement administrative licensing according to these regulations. Organizations that meet legal conditions in Xiaohe District will be subject to administrative penalties.

Administrative licensing and administrative penalty entrustment shall be in writing, and the content shall include the entrusting agency, entrusted agency (organization), entrusted matters, entrustment time limit, responsibility assumption, etc.

When entrusting administrative licensing, the entrusting agency shall announce the entrusted administrative agency and the entrusted implementation of administrative licensing. Article 5: The entrusted administrative agency shall be responsible for supervising the administrative licensing and administrative penalties implemented by the entrusted administrative agency (organization), and shall bear legal responsibility for the consequences of such behavior. Article 6: The entrusted administrative agency (organization) shall, within the scope of entrustment, implement administrative licensing and administrative penalties in the name of the entrusting administrative agency; it shall not entrust other organizations or individuals to implement administrative licensing and administrative penalties. Article 7 These regulations shall come into effect on the date of promulgation.
