The Department of Industry and Information Technology of Yunnan Province issued the notice of the 14th Five-Year Plan for the Development of Green Industry in Yunnan Province.

The "Notice" clarifies the development goals:

1, the carbon emission intensity continues to decline. Carbon dioxide emissions per unit of industrial added value have steadily declined, and the total carbon emissions control of key industries such as steel, nonferrous metals and building materials has achieved initial results.

2. Energy efficiency has been steadily improved. The energy consumption of industrial added value of enterprises above designated size has gradually decreased, and the task of energy saving indicators issued by the state has been completed.

3. The level of resource utilization has been significantly improved. The comprehensive utilization rate of industrial solid waste reached 60%, and the water consumption per unit industrial added value decreased 15%.

4. The green manufacturing system is becoming more and more perfect. The green manufacturing system in key industries and key regions has been basically completed, green energy and green manufacturing have achieved deep integration development, the energy-saving and environmental protection equipment industry has formed a scale, and the manufacturing level of new energy equipment has been significantly improved.

5. By 2025, the green transformation of industrial structure and production mode has achieved remarkable results, and the utilization efficiency of energy resources has been significantly improved, laying a solid foundation for the peak of carbon dioxide emission and carbon neutrality in the industrial field.

The document also pointed out that the green transformation of traditional industries should be promoted, and the upgrading of industrial bases and the modernization of industrial chains should be improved. We will use advanced and applicable technologies and next-generation information technology to promote technological upgrading, equipment renewal and green and low-carbon transformation in key industries such as tobacco, nonferrous metals, steel, chemicals and building materials. Strict implementation of energy resources consumption and pollutant discharge standards, the use of energy conservation, environmental protection, quality, safety, technology and other comprehensive standards in accordance with the law, to promote the elimination of backward production capacity in traditional manufacturing. Strictly implement the requirements of equal or reduced capacity replacement, and strive to build a green industrial structure with high technology content, low resource consumption and less environmental pollution. Efforts will be made to enhance the core competitiveness of manufacturing industry, strengthen the support of scientific and technological innovation, support state-owned enterprises to become bigger and stronger, and vigorously develop small and medium-sized manufacturing enterprises. Optimize the product structure, guide enterprises to develop new products with high performance, high added value, green and low carbon, and build the brand advantage of Yunnan manufacturing industry.

Construction of energy-saving and environmental protection equipment industrial bases for the whole province, China, South Asia and Southeast Asia. Relying on advanced technology and strict standards, giving full play to the advantages of backwardness, we will promote the research and development of pollution control technologies and equipment such as water pollution prevention, air pollution prevention, soil pollution prevention and ecological restoration, solid waste treatment and hazardous waste disposal from a high starting point and high standards, and develop efficient and energy-saving equipment such as internal combustion engines, energy-saving transformers and energy-saving motors to support the leap-forward development of energy-saving and environmental protection industries in the province. We will build a number of energy-saving and environmental protection equipment enterprises with production capacity and technical level reaching the domestic leading level, and cultivate a number of "specialized and innovative" small and medium-sized enterprises. Actively cultivate effective market demand, increase the application of advanced energy-saving and environmental protection technologies and equipment, and promote the transformation and upgrading of energy-saving and environmental protection technologies and equipment in key industries such as steel, nonferrous metals, petrochemical, building materials, light industry and chemical industry. Relying on major strategic opportunities such as industrial green development, ecological environmental protection, environmental management in the Yangtze River Economic Belt, and green "Belt and Road" construction, we will enhance the radiation of energy-saving and environmental protection industries to surrounding areas and realize the coordinated development of energy-saving and environmental protection industries in regions and river basins.

Accelerate the development of new energy industry and improve the manufacturing level of new energy equipment. Actively research and develop smart fans and other technologies suitable for transportation, installation and use in high-altitude mountainous areas, and master and improve the key technologies of wind turbine design and assembly and the design and manufacturing technologies of key components. Actively research and develop efficient photovoltaic modules, solar tracking and system integration technologies to improve photovoltaic power generation efficiency. Actively cultivate hydrogen energy and energy storage industries, develop the integration of "scenery storage", and consolidate and expand the advantages of clean energy. Deepen the integration of green energy strategy with advanced manufacturing industries such as green aluminum and green silicon, lead, drive and support green aluminum and green silicon industries to form global commanding heights in green development, industrial scale, intensive processing, innovative research and development, and build "China Aluminum Valley" and "World Photovoltaic Capital".

Expand the new energy automobile industry and seize the commanding heights of advanced equipment manufacturing. Focusing on electrification, intelligence and networking of new energy vehicles, we will establish an industrial chain of vehicle manufacturing, key parts and related supporting facilities, and strive to build a new energy vehicle industrial system integrating R&D, vehicle and parts manufacturing, sales, testing and service. Support cities with good industrial base to plan and build supporting industrial parks for new energy vehicles, and support key parts enterprises such as motors and electronic controls of new energy vehicles to gather and develop in the parks. Vigorously introduce well-known new energy automobile enterprises and power battery enterprises at home and abroad. Support the integrated development of smart energy, intelligent transportation, next-generation information technology and new energy vehicles. Develop hydrogen fuel cell vehicles and smart cars according to local conditions, increase support for charging infrastructure construction, optimize the province's integrated monitoring information service system of "vehicles, piles, networks and electricity", realize data interconnection and create a good use environment for new energy vehicles.

Promote the green transformation of energy consumption, optimize the industrial energy structure and promote the green and low-carbon transformation of the energy system. Accelerate the transformation of "electrification" and "coal-fired fuel substitution" of terminal energy-using equipment. Orderly promote the "coal to gas" project of coal-fired power plants and coal-fired boilers in key areas and industries. Vigorously promote the construction of distributed photovoltaic power generation and energy storage system on the roof of industrial plants, promote the utilization of solar photothermal and biomass energy in industrial fields according to local conditions, and promote the construction of intelligent microgrid in industrial parks.

Promote the development of low-carbon industries and implement peak shifting management in key industries. Strengthen industrial carbon emission control and management, and actively promote key areas to take the lead in peak shaving. Focusing on the national peak carbon emission target in 2030, this paper studies and puts forward the path and action plan of the peak carbon emission in Yunnan's industrial sector, and encourages qualified regions, parks or industries to take the lead in achieving the peak carbon emission. Consolidate and expand the advantages of green energy and accelerate the electrification transformation of energy-using terminals. Comprehensive utilization of raw material substitution, process reduction and terminal treatment, and vigorously promote carbon emission reduction in the production process of key industries such as tobacco, steel, cement, non-ferrous metals, building materials and chemical industry. Actively carry out carbon footprint management of industrial products and industrial parks to improve the supply capacity of green and low-carbon products. Participate in the construction of the national carbon emission trading market, enhance the awareness and ability of enterprises to actively participate in carbon emission trading, and improve the awareness of carbon asset management of enterprises.

Promote the application of advanced low-carbon technologies, increase the promotion and application of advanced low-carbon technologies, and improve the low-carbon development level of the whole industry. Actively promote low-carbon new processes and technologies, promote the construction of low-carbon technology exchange channels, and encourage technology transfer between high-carbon industries. Combined with the characteristics of key carbon emission industries such as steel, cement, nonferrous metals and chemical industry, the implementation plan of low-carbon technology promotion is formulated to promote the popularization and application of advanced and applicable low-carbon new technologies, new processes, new equipment and new materials. Cultivate industrial low-carbon technology service third-party institutions, focus on developing low-carbon technology research and development and project incubation, and carry out technical services such as technical transformation of low-carbon production equipment, production information consultation, product testing and quality certification and accreditation services, so as to provide technical support for low-carbon transformation of key industries.

Promote low-carbon development pilot demonstration, cultivate low-carbon development demonstration benchmarks, and lead the development of high-quality industries. Carry out pilot demonstration of green and low-carbon industrial parks, and increase the construction of low-carbon industrial parks in combination with the construction of new industrialized industrial demonstration bases. Carry out pilot demonstration of low-carbon enterprises, guide industrial enterprises to implement low-carbon development strategy, carry out low-carbon enterprise evaluation, establish incentive and restraint mechanisms, and enhance the low-carbon competitiveness of enterprises. Implement a low-carbon benchmarking plan to promote enterprises in key industries to carry out carbon emission benchmarking activities. Encourage qualified enterprises and industrial parks to carry out pilot demonstration of carbon neutrality. Relying on green energy and abundant plateau forestry carbon sink resources, the scheme of carbon neutrality in Yunnan was explored from the aspects of parks, enterprises and products.
