Regulations of Siping Municipality on Patriotic Health

Chapter I General Provisions Article 1 In order to strengthen patriotic health work, safeguard people's physical and mental health, improve urban and rural health level and improve urban and rural health environment, these Regulations are formulated in accordance with relevant laws and regulations and combined with the actual situation of this Municipality. Article 2 These Regulations shall apply to patriotic health activities within the administrative area of this Municipality. Article 3 Patriotic health work as mentioned in these Regulations refers to mass and social health activities aimed at improving health, improving health environment, preventing and controlling diseases, and improving people's civilized and healthy quality and social health level. Fourth patriotic health work adhere to the principles of government leadership, departmental cooperation, social participation, prevention first, governance according to law and scientific guidance. Fifth city, county (city) District People's government should incorporate patriotic health work into the overall plan of national economic and social development, establish patriotic health organizations and working mechanisms, and include funds in the fiscal budget at the same level. Article 6 Citizens, legal persons and other organizations shall abide by the patriotic hygiene code of conduct and participate in patriotic hygiene activities. Article 7 Citizens, legal persons and other organizations are encouraged to build, operate and maintain public health infrastructure, provide social health services and participate in patriotic health activities. Eighth every year in April for patriotic health activities, the last weekend of each quarter on Saturday for civilized health day, patriotic health activities in the city. Chapter II Institutions and Responsibilities Article 9 The patriotic health campaign committee (hereinafter referred to as the Aiweihui) shall be established by the municipal and county (city) people's governments and the administrative committee of the Development Zone, and shall be responsible for coordinating patriotic health work within their respective administrative areas under the leadership of the people's governments at the corresponding levels. Its main responsibilities are:

(a) the implementation of patriotic health related laws, regulations, rules and policies;

(two) the preparation of patriotic health work planning, planning, must be approved by the government at the same level to organize the implementation;

(three) to organize and mobilize the people to participate in patriotic health activities and carry out health creation activities;

(four) to coordinate the relevant departments to formulate preventive measures and emergency countermeasures for public health emergencies such as major epidemics, disasters, food poisoning and occupational accidents;

(5) Organizing patriotic health supervision, inspection and evaluation;

(six) to carry out patriotic health exchanges and cooperation;

(seven) to accept patriotic health suggestions and complaints;

(eight) to complete other patriotic health work assigned by the people's government at the same level.

Patriotic health campaign committee Office established by Aiweihui at all levels (hereinafter referred to as Aiweihui Office) is the office of Aiweihui and undertakes the daily work of Aiweihui at the corresponding level. City, county (city) District Ivy's office is located in the health and family planning department of the people's government at the same level. Tenth city, county (city) District Aiweihui by the relevant departments of the people's government at the same level, people's organizations and relevant units, the implementation of the division of labor responsibility system. The main responsibilities of the following member departments:

(a) the competent department of health and family planning is responsible for the implementation of health and family planning related planning, to carry out technical guidance on pest control and health science knowledge popularization education; Supervise and monitor the hygiene of drinking water and public places; Prevention and control of public health emergencies;

(two) the food and drug supervision department is responsible for the supervision and management of food, cosmetics, drugs and medical devices;

(three) the competent agricultural departments shall be responsible for supervising the harmless treatment and comprehensive utilization of wastes such as human and livestock manure in rural areas; Prevention and treatment of animal infectious diseases; Inspection and quarantine of livestock and poultry and their products; Organize rural rodent control;

(four) the competent department of environmental protection is responsible for the preparation of environmental protection plans to prevent and control the harm of environmental pollution to human health;

(5) The competent department of city appearance and environmental sanitation is responsible for the planning, construction and management of environmental sanitation facilities in cities and scenic spots, and is responsible for the supervision and management of urban environmental sanitation cleaning, public toilet cleaning and construction waste and muck removal;

(six) the planning department is responsible for the examination and approval of environmental sanitation facilities in cities and scenic spots;

(seven) the education department is responsible for urging schools and preschool education institutions to improve health facilities and carry out health education;

(eight) the competent department of human resources and social security and the competent department of production safety supervision are responsible for supervising and inspecting the working conditions, working environment and occupational hazard protection of enterprises;

(nine) the water conservancy department is responsible for organizing and coordinating the construction of rural drinking water safety consolidation and upgrading projects;

(ten) the competent department of sports culture is responsible for the construction of health facilities and health supervision and management of sports venues (museums) and cultural and entertainment places;

(eleven) the competent department of science and technology is responsible for patriotic health science research management, popularization of popular science knowledge and guidance of science and technology promotion;

(twelve) the tourism authorities are responsible for the patriotic health work of tourist attractions and scenic spots;

(thirteen) the competent financial department is responsible for the arrangement of patriotic health care funds, supervision and inspection of the management and use of funds;

(fourteen) radio and television, press and publication departments are responsible for carrying out publicity and education of national health and social health norms, publicizing health science knowledge and strengthening supervision by public opinion;

(fifteen) transportation, railways, highways and other departments are responsible for the health supervision and management, garbage collection and treatment, public health infrastructure construction and environmental sanitation management of cars, stations and along the line; Assist relevant departments to carry out major epidemic control work;

(sixteen) the public security organs shall be responsible for investigating and handling cases that hinder state staff from performing their duties according to law in patriotic health work.

Other member departments shall, in accordance with their respective responsibilities, do a good job in patriotic health work.
