To apply for the second-level municipal construction engineer, technical secondary school or above is required. Anyone who is law-abiding, has a secondary college degree or above in engineering or engineering economics and has been engaged in the construction management of construction projects for 2 years can sign up for the second-level constructor qualification examination.

The second-level construction engineer has six majors, namely: construction engineering, electromechanical engineering, municipal public works, water conservancy and hydropower engineering, highway engineering and mining engineering.
