2013 Teacher Recruitment Notice in Pingyu County, Zhumadian City, Henan Province

Based on the actual situation of the employer, and with the consent of the county government, the county’s education and health system institutions are now recruiting personnel openly from the public.

1. Recruitment plan, targets and qualifications

(1) Plan to recruit 350 people. Among them:

1. The vacant township (street) schools affiliated to the County Education and Sports Bureau are recruiting 150 people. Among them, there are 12 junior high school teachers (5 in physics, 7 in geography), and 138 in primary schools (21 in Chinese, 16 in mathematics, 15 in English, 12 in physical education, 12 in music, 12 in art, and 50 in early childhood education).

2. The county health bureau’s vacant township (street) health centers are recruiting 200 people. Among them, there are 10 clinical practitioners of traditional Chinese medicine, 50 clinical practitioners of Western medicine, 70 nursing staff, 20 maternal and child staff, 10 medical imaging staff, 10 medical examination staff, 10 anesthesia staff, 10 pharmaceutical staff, 5 traditional Chinese medicine acupuncture and massage staff, and 5 dental staff.

( 3) Those who have any of the following circumstances are not allowed to apply:

1. Those who have been criminally punished for crimes;

2. Those who have been dismissed from public office;

3. Being punished by party discipline or political discipline, and the punishment period has not expired;

4. Being investigated for violations of laws and disciplines;

5. Violating the family planning policy;

2. Release of recruitment information

Recruitment information has been released through the Zhumadian Human Resources and Social Security Bureau website (), Zhumadian Talent Information Network (), and Pinghai since April 16, 2013. It is publicly released through Yuxian TV station and Yuxian "Yuxiang Feng". Candidates are requested to download the relevant forms and fill them out truthfully.

3. Registration and Qualification Review

(1) Registration time: April 23 to May 4, 2013 at 5:30 pm (8:30 am to 12:00 am every day) 00, 2:30 to 5:30 pm), and will be closed for 3 days according to national regulations from April 29 to May 1.

(2) Registration location: Pingyu County Human Resources and Social Security Bureau (1st Floor, Pingyu County Government Complex Building).

(4) Materials required for registration:

1. "Pingyu County 2013 Public Recruitment Application Form for Education and Health System Institutions" filled out by myself (Appendix 2) In duplicate.

2. Previous graduates must provide their valid ID card, valid household registration certificate (household booklet or certificate issued by the police station), graduation certificate, and employment registration certificate (graduates applying for education system institutions shall apply according to the registration requirements You must also provide one original and one copy of the teacher qualification certificate); fresh graduates in 2013 must provide one original and one copy each of their valid ID card, valid household registration certificate (household booklet or certificate issued by the police station) and the school where they graduated. An original copy of the employment agreement stamped with the official seal of the employment guidance agency (graduates who have not been issued an employment agreement shall provide Appendix 3 of the "Certificate of Academic Qualifications of Fresh Graduates").

(5) Applicants can only choose one position to apply for.

(6) In principle, the ratio of the number of applicants to the number of people to be hired for each position to be hired should not be less than 3:1. If it is less than 3:1, the number of people to be hired for the position must be reduced accordingly. If the proportion is still not reached after the reduction, the position will no longer be recruited.

(7) Applicants collect information on site and will be charged an examination fee of RMB 100 in accordance with national regulations.

In this recruitment, qualification review runs through the entire recruitment process. The information and relevant materials submitted by the candidates must be true and valid, and a letter of integrity must be signed when registering. If an applicant is found to be inconsistent with the requirements and qualifications for the position to be hired, or if he or she submits false materials, his/her qualifications for examination and employment will be cancelled. At the same time, an integrity file will be established. Anyone who commits fraud or cheats in exams will not be allowed to apply for various exams organized by the county's human resources and social security department within three years.

4. Examination

(1) The examination is commissioned by the Pingyu County 2013 Public Recruitment Leading Group for Education and Health System Institutions (hereinafter referred to as the County Recruitment Leading Group) at the provincial level and above. Institutions or colleges and universities unify propositions and scoring.

This exam does not specify exam tutoring books, nor does it hold or entrust any organization to hold exam tutoring training classes.

(2) The examination for applying for vacant township (street) school positions under the County Education and Sports Bureau shall be a combination of written examination and interview. The written test score is 100 points and the interview score is 100 points.

(3) The examination for applying for vacant township (street) health center positions affiliated with the County Health Bureau will be conducted in the form of a written test without an interview. The written test score is 100 points.

(4) Written test

1. Contents of the written test

(1) The content of the written test when applying for a position in a township (street) school affiliated to the County Education and Sports Bureau is the position you are applying for. Professional knowledge (50 points) and public knowledge (50 points) on pedagogy, psychology, new curriculum concepts, etc.

(2) The content of the written examination to apply for the position in the township (street) health center affiliated to the County Health Bureau is the professional knowledge of the position applied for (50 points) and basic medical knowledge such as anatomy, physiology, pathology, pharmacology (50 points) ).

2. Time to collect admission ticket. Those who pass the qualification review can collect the Admission Ticket at the registration location with their valid ID card and examination fee receipt from May 21 to 23, 2013. Those who fail to claim after the due date will be deemed to have given up automatically.

3. The time, location and precautions for the written test are subject to the admission ticket.

4. Bonus points policy. According to relevant national and provincial regulations, among the candidates and qualifications for this recruitment, the "college student village cadres" who are currently employed in our county, have been continuously counted for 2 years, and have passed the assessment, and the college graduates who have participated in the recruitment of Henan Province to serve in Pingyu County 5 points will be added to the written test scores of college students who pass the "Three Supports and One Support" program, the Volunteer Service to the West Program, and the Volunteer Service to Poverty-stricken Counties Program at the end of their service period.

Those who intend to enjoy the bonus point policy must submit the corresponding service certificate or certificate of college student village cadre (certificate issued by the Organization Department of the County Party Committee) during the registration qualification review. The content includes: name, gender, graduation time, Institutions and majors, ID number, service location, service hours, and whether you are currently employed) will be reviewed and announced by the county recruitment leading group office. Those who fail to submit bonus point certificates on time and undergo unified review and public announcement will not enjoy the bonus point treatment.

(5) Interview

Based on the written test scores, candidates for the interview will be determined from high scores to low scores in a ratio of 1:1.3 to the number of recruits for each position. Those who give up participating in the interview will be disqualified from the interview after their own application and approval from the county recruitment leading group office. The vacant places will be filled in order from high scores to low scores based on written test scores the day before the interview.

Those who are confirmed to have cheated during the written examination will not be allowed to enter the interview.

The interview will be conducted in a corresponding manner according to the characteristics of the recruitment position. Interviews for positions in township (street) schools affiliated with the County Education and Sports Bureau will be conducted in the form of lectures. If the actual number of candidates participating in the interview does not reach the prescribed interview ratio, interviews with existing personnel should be organized.

The interview work plan will be formulated separately.

(6) Total exam score

1. The total exam score for applying for the post examination at the township (street) school affiliated to the County Education and Sports Bureau = (written test score + bonus factors) × 50% + Interview score × 50%;

2. The total score of the post examination for the township (street) health center affiliated to the County Health Bureau = written test score + bonus factors

(7) Publication of written test results 7 days, the interview results and the total test scores will be announced at the same time for 7 days.

5. Physical Examination

Based on the total test scores, the candidates for the physical examination will be determined in a 1:1 ratio in order from high scores to low scores for each position. The physical examination items and standards refer to the "Notice on Issuing the General Physical Examination Standards for Civil Servant Recruitment (Trial)" by the Ministry of Personnel and the Ministry of Health (Guoren Bufa [2005] No. 1), and the "Notice on Issuing the General Medical Examination Standards for Civil Servant Recruitment (Trial)" by the General Office of the Ministry of Personnel and the Ministry of Health. Notice on the Physical Examination Operation Manual for Civil Servant Recruitment (Trial Implementation)" (No. 25 [2007] issued by the National People's Government) and the Ministry of Human Resources and Social Security and the Ministry of Health's "Notice on Revising the "General Standards for the Physical Examination for Civil Servant Recruitment (Trial Implementation)" and "Physical Examination for Civil Servant Recruitment" "Operation Manual (Trial)" (Ministry of Human Resources and Social Security [2010] No. 19). The physical examination for personnel applying for positions in township (street) schools affiliated to the County Education and Sports Bureau must also be combined with the "Henan Province Physical Examination Standards for Personnel Applying for Teacher Qualifications" and Measures (Trial)". Those who fail the physical examination will be disqualified from applying, and the vacant places will be filled in order from the highest score to the lowest score based on the total test score.

6. Inspection

Inspection includes assessment and political review. Those who have passed the physical examination will be identified as inspection objects. In accordance with the provisions of the "Implementation Measures for Public Recruitment of Personnel by Public Institutions in Zhumadian City (Trial)" (Zhugufa [2006] No. 2), the county recruitment leading group office formulated a specific inspection work plan and organized its implementation with the approval of the county recruitment leading group. Those who fail the examination will be disqualified from employment, and the vacant places will be filled in order from the highest score to the lowest score based on the total test score.

7. Review and Employment Approval

Those who pass the inspection will be determined as candidates for employment and will be publicly announced for 7 days through appropriate means. Issues reported during the public announcement period will be carefully verified and handled by the county recruitment leading group office.

After the publicity is over, the County Education and Sports Bureau and the County Health Bureau will separately announce the allocation method for those who meet the employment conditions without objection during the publicity period. Those who do not obey the assignment or voluntarily give up the personnel will be disqualified from the application, and the vacant places will be filled in order from the highest score to the lowest score according to the total test score.

All newly hired personnel will be employed as personnel agents and go through relevant procedures. A probation period system is implemented for newly hired personnel, and the wages and benefits during the probation period shall be implemented in accordance with relevant regulations. The probationary period is included in the term of the employment contract.

Those who pass the probation period will be formally employed; those who fail will be terminated.

Qualified personnel during the probation period and upon expiration of the probation period will enjoy the salary and welfare benefits stipulated by the state.
