The luxury government building in Xiaobailou, Hunan Province has been repeatedly banned.

According to the data of Loudi Finance Bureau, after the new site of the municipal government is completed, the comprehensive cost is about 4,200 yuan per square meter. Loudi city, more than 30 government departments in this office, the per capita construction area of more than 50 square meters.

According to the plan of Loudi Municipal Government, the comprehensive infrastructure investment of the whole office space is nearly 654.38+0.5 billion yuan. Loudi, which eats financial meals, only spends more than 20 million yuan on urban construction every year, which is a drop in the bucket compared with 654.38+0.5 billion yuan.

"The Loudi municipal government has a funding gap in building luxury office buildings, and the provincial finance has not given any budget support." A person in charge of the budget department of the Hunan Provincial Department of Finance said.

According to the reporter's understanding, the Loudi government only paid about 30 million yuan for the "White House Complex" with a cost of nearly 500 million yuan, and other funds were mainly raised by real estate developers through land replacement. To this end, the "White House Building Complex" and related supporting projects requisitioned more than 3,000 mu of farmland. After the office building was completed, the land price around the location soared.

In recent years, luxury government buildings similar to the "White House complex" in Loudi have appeared frequently all over the country, such as Yingquan District in Fuyang, Anhui Province and Huiji District Government Building in Zhengzhou, Henan Province. Accidents have also occurred in these projects.

Ren Jianming, deputy director of Tsinghua University Integrity and Governance Research Center, believes that the new wave of building luxury office buildings, which began in 2002, is directly related to regulating government revenue and expenditure. If "grey income" is not used, relevant units will use it to build office buildings and purchase office equipment.

On March 18, 2007, the Central Committee and the State Council issued the Notice on Further Strictly Controlling the Construction of Office Buildings and other Buildings of Party and Government Organs (hereinafter referred to as the Central Document 1 1). A landless farmer in Loudi told reporters that he hoped to apply to Loudi Intermediate People's Court for a side hearing to witness the faces of Shen Qinghua and others. But this application has never been answered.
