Who are the laid-off workers of state-owned enterprises?
Laid-off workers in state-owned enterprises refer to those who have not worked in the enterprise for more than three months due to objective reasons such as production and operation of the enterprise, but have not terminated their labor relations with the enterprise or engaged in other occupations in society. According to this definition, paid rotation training in factories, unpaid leave, early retirement, labor export, diversified operations, agreement to retain labor relations, other laid-off workers for their own reasons, and temporary employment recruited by enterprises are not laid-off workers.
Laid-off workers shall be registered with the local labor and social security department by the enterprise, and the laid-off workers' certificate shall be issued by the labor and social security department after confirmation. Laid-off workers enjoy basic living security, employment services and preferential policies for re-employment with the Laid-off Workers Certificate.
