First, the talent introduction plan
This high-level urgently needed talent plan introduces 1 168 people. Among them, there are 230 people in municipal institutions, 0/75 people in enterprises/KLOC (who can enjoy the establishment of special high-level talents in the city), 424 people in county (city, district) institutions and 339 people in township (street) institutions. (See Annex 1- Annex 4 for the specific positions and requirements of imported talents).
Second, introduce the object.
(a) institutions and enterprises directly under the municipal government can enjoy the preparation of high-level talents, including:
1. Professional and technical personnel with deputy senior titles or above, no more than 45 years old;
2. Full-time doctoral students, no more than 40 years old;
3. 150 Top 3 full-time graduate students. 39 full-time graduate students from QS World University, Tsinghua, Peking University and other universities, aged no more than 35.
(two) the talents introduced by the county (city, district) institutions include:
1. Professional and technical personnel with deputy senior titles or above, no more than 45 years old;
2. Full-time doctoral students, no more than 40 years old;
There are three universities in the top 200. 147 universities in QS World University Comprehensive Ranking and China's second round of "Double First-class" construction universities and construction disciplines list are full-time master students, aged no more than 35;
4. Full-time undergraduate students in 39 universities including Tsinghua and Peking University, aged no more than 30.
(3) Talents introduced by township (street) institutions include:
1. Professional and technical personnel with deputy senior titles or above, no more than 45 years old;
2. Full-time doctoral students, no more than 40 years old;
3. Full-time graduate students, no more than 35 years old;
Full-time undergraduates of 4.65,438+047 universities rank fourth among the top 200 universities. QS World University and China universities and construction disciplines selected for the second round of "Double First-class" construction are all under 30 years old.
The specific age requirements for the above-mentioned imported talents are: no more than 30 years old means born after 1 September 1992 1, no more than 35 years old means born after 1 September 19871and no more than 40 years old means1September 1982/kloc.

Third, the registration conditions
(1) Having China nationality;
(2) Abiding by the Constitution and laws;
(3) Having good conduct;
(4) Qualifications such as academic qualifications, majors or skills that meet the requirements of the post to be introduced;
(5) Part-time graduate students enrolled from 2017 have the same legal status and the same effect as full-time graduate degree certificates;
(six) to adapt to the physical conditions required by the post;
(seven) other conditions that meet the requirements of the post.
(8) Persons under any of the following circumstances shall not be registered:
1. Persons who have been criminally punished for crimes or who are under investigation for suspected crimes;
2. Persons who have not been disciplined by Party discipline or government discipline or who are undergoing disciplinary review;
3. Persons who are included in the joint disciplinary object of dishonesty according to law;
4. Persons who have been found to have serious violations of recruitment discipline, such as fraud, in the recruitment of civil servants and the open recruitment examination of public institutions for less than 5 years;
5. On-the-job personnel of party and government organs, institutions and enterprises at all levels in Jiaozuo City;
6. Except as otherwise provided by the state, province and city, staff of public institutions shall not be employed.
Fourth, the introduction method
(1) Registration
This registration is conducted by online registration. Candidates will log on to Jiaozuo Personnel Examination Registration Network () from 8:00 on September 22nd to 28 18:00 on September 28th, 2022, and click on "Announcement on the Open Introduction of High-level and Urgent Shortage Talents in Jiaozuo in 2022" to enter the online registration system. Each applicant can only choose one position to register. Once you find yourself applying for two or more positions, you will be disqualified.
(2) Qualification examination
The qualification examination shall be undertaken by the employing unit or the competent department. The employing unit or the competent department shall conduct online examination within 2 days after the applicant submits the application for registration, and put forward the examination opinions.
(3) Transfer registration
After the qualification examination, if the proportion of registered posts is lower than 1: 1, you can start the transfer registration procedure, that is, if the registered posts are higher than 1: 1, you can apply for transfer to posts with the proportion lower than 1: 1. The specific transfer positions and registration methods will be announced separately according to the qualification examination.
(4) On-site qualification confirmation
Conduct on-site qualification confirmation before the exam. Those who pass the qualification examination should hold their valid ID card, diploma, degree certificate and the original and photocopy of relevant qualification certificates; If you work outside Jiaozuo, you need to provide proof that the unit agrees to apply for the exam; Returned overseas students hold their valid ID card and the original and photocopy of the foreign academic degree certificate issued by the Study Abroad Service Center of the Ministry of Education, and go to the designated place for on-site qualification confirmation. If there are other requirements for the qualifications of the post to be introduced, relevant certificates, certificates and materials shall be provided. When the on-site qualification is confirmed, if the main information of the relevant materials of the applicants is found to be untrue or inconsistent with the main information filled in online, their examination qualification will be cancelled.
The time and place of on-site qualification confirmation shall be subject to the announcement. If it is not handled within the time limit, it will be deemed as a waiver of the examination qualification.
(5) Examination
In principle, the exam is conducted by interview, and the total score of the exam = interview score. If the ratio of the number of imported posts to the number of people who have passed the on-site qualification confirmation is greater than 1:5, the post must be written. According to the ratio of the number of people to be introduced to the number of people who have participated in the interview, and according to the order of the written test scores from high to low, the interviewers and those who have participated in the written test are determined. Total test score = written test score ×50%+ interview score ×50%. If the total score of a position is the same, come back for an interview.
1. Introduction to public institutions. Those who apply for public institutions will participate in the interview after passing the on-site qualification confirmation. The specific ways of interview include: those who apply for the school will take the form of simulated teaching; Apply for medical institutions and take the form of structured test of medical and health knowledge; Those who apply for other positions will participate in structured interviews.
2. Enterprise introduction. Applicants for enterprise posts shall be organized by the employing enterprises themselves. The examination results are submitted to the Organization Department of the Municipal Party Committee and the Municipal Human Resources and Social Security Bureau.
(6) Physical examination
According to the total score of the examination, according to the proportion of the personnel to be introduced 1: 1, the physical examination personnel are determined from high score to low score. If the physical examination object abandons the physical examination due to unqualified physical examination or there is a vacancy in the introduction position, it can be replenished in turn from high score to low score in the examiner of the same position.
The physical examination standard shall be implemented with reference to the current General Standard for Physical Examination of Civil Servants (for posts with special requirements for physical conditions, the relevant physical examination standards stipulated by the state shall be implemented).
Those who apply for the municipal organs, institutions and enterprises shall be organized and implemented by the Organization Department of the Municipal Party Committee and the Municipal Human Resources and Social Security Bureau.
(7) Investigation
Those who apply for public institutions shall be inspected by the employing unit or the competent department; Applicants for enterprises shall be inspected by the Organization Department of the Municipal Party Committee, the Municipal Human Resources and Social Security Bureau and the employing enterprises. During the inspection stage, if there is a vacancy in the recruitment position due to unqualified inspection or voluntary abandonment, the same position will be filled in turn according to the test scores from high to low, and the same position will only be filled once.
(8) Publicity and employment
According to the examination results, physical examination and inspection results, the candidates will be selected and publicized for 7 working days. During the publicity period, seriously investigate and implement the problems reflected by the masses. If there is no objection at the expiration of the publicity period, the relevant procedures shall be handled in accordance with the workflow.
Probation period for introducing talents 1 year. After the probation period expires, the employer will conduct a comprehensive inspection, and those who pass the probation period will be formally hired. Those who fail will be disqualified from employment. The minimum service life of imported talents in Jiaozuo is 5 years (including probation period).

(1) In accordance with the principle of "unified management and graded implementation", the introduction of talents by institutions directly under the municipal government, enterprises, institutions directly under the county (city, district) and township (street) institutions shall be organized and implemented by the municipal and county organization departments in conjunction with the Human Resources and Social Security Bureau in seven links: qualification examination, transfer registration, on-site qualification confirmation, examination, physical examination, inspection, publicity and employment.
(2) Jiaozuo Personnel Examination Network (website:/) is a special website for this public introduction, and relevant introduction information and related matters are released through this website.
(3) Strictly and publicly introduce discipline. This qualification examination runs through the whole process of talent introduction. The information and related materials submitted by applicants at the time of registration must be true and valid. Once it is found that it does not meet the import conditions, practices fraud or violates the import regulations, its examination and employment qualifications will be cancelled, and all the consequences arising therefrom will be borne by the individual.
(four) the talents introduced by this enterprise can enjoy the preparation of high-level talents in Jiaozuo after examination, physical examination, inspection and publicity. During the five-year service period, you can enjoy the salary and treatment of the enterprise, and at the same time enjoy the treatment related to the introduction of high-level talents in Jiaozuo City. After the expiration of five years of service, you can choose to work in an enterprise, or you can continue to apply for the preparation of high-level talents or arrange to work in municipal institutions.
(five) in the process of introducing talents, epidemic prevention measures will be implemented in accordance with the relevant requirements of epidemic prevention and control in COVID-19.
