When will the appointment system of judicial police be reformed?

After the introduction of the new labor contract law, the contract judicial police can not become full members.

Contract "judicial police" is not a real judicial police. According to China's Regulations on the Administration of People's Police, the judicial police of procuratorial organs and courts must be formally established and appointed according to their qualifications and positions. In layman's terms, it is a civil servant whose funds are guaranteed by the state finance. The contract system of "judicial police" is an alternative method adopted by courts and procuratorates to deal with the shortage of police force. It is paid by the finance alone or by the office funds of the judicial organs for recruiting personnel, signing labor contracts, and engaging in the auxiliary work of the judicial police (in fact, it undertakes a lot of guarding, vigilance, execution, etc.), and has no real power.
