1. Determine the standard of work and living allowance according to the salary and income level of newly recruited civil servants in local urban colleges and universities after the probation period expires. Those who work in hard and remote areas will be given allowances in hard and remote areas according to regulations. 2. During the period of employment, participate in the corresponding social insurance according to local regulations. 3. College graduates who work in the village must work in the village during their employment, and organs and other units at or above the township level may not borrow them.

4. The assessment during the employment period is the responsibility of county-level organizations, human resources and social security departments, and is organized and implemented by township party committees. Assessment is divided into annual assessment and employment assessment. The results are reported to the county-level organization department for the record, which is an important basis for renewing employment, rewards and punishments, selecting cadres, recruiting civil servants, recruiting staff of public institutions, applying for graduate students, and compensating for student loans.

2. Qualification examination (July 1 to July 10). The written examination is organized by the Organization Department of the Provincial Party Committee and the Provincial Department of Human Resources and Social Security, and the examination area is divided by the city (prefecture). The cities (prefectures) shall determine the positions to be employed in the counties (cities, districts) according to the examination and approval opinions, and the counties (cities, districts) shall sign a service contract with the college graduates transferred to the village in triplicate, one of which shall be provided for the college student organization department and the county (city, district) committee, and the other shall be submitted to the newspaper.

6. Training positions. The Organization Department of the Provincial Party Committee and the Organization Department of the municipal (prefectural) committees will provide intensive pre-job training for college students selected to serve in the village. After the centralized training, the cities (prefectures) will arrange candidates to connect with the employer and send personnel to work.

Seven, organize the implementation

Selecting and transferring college graduates to serve in villages shall be organized and implemented by the Organization Department of the Provincial Party Committee in conjunction with the Provincial Department of Education, the Provincial Department of Finance, the Provincial Department of Human Resources and Social Security and other relevant departments.
